JOB PURPOSE:

This position is responsible to coordinate and assist in managing design and construction activity for Lewis and Clark College and its associated campuses.

This position is responsible for monitoring construction sites for compliance with project scope, review budgets and schedules, maintain all project records, requests for information, correspondence, and acts as an owner’s representative on assigned projects.

WHAT YOU'LL DO:

Project Coordination (50%)

  • Develop capital and operations projects. Work with AVP of Facilities, Facilities staff, and campus stakeholders in project development and funding processes.

  • Ensure that projects are completed in a timely and cost effective manner, are commissioned (if required), and that final documentation (as-built drawings and specs) is complete and appropriately filed.

  • Assist with preparing bid and contract documents to support professional services and construction.

  • Possess an understanding of LEED and/or College's sustainable practices/policies as they relate to all phases of project development, construction, and ongoing operations.

  • Ensure campus architectural and landscape standards are maintained in project design and construction.

  • Understand the needs of Facilities maintenance services, routine/preventative maintenance, and long-term stewardship. Work with other Facilities Departments to achieve these needs.

  • Complete required reports and project minutes.

  • Work with the City of Portland on project permitting and inspections.

  • Understand energy/utility systems of the campuses and seek conservation opportunities and technologies.

  • Coordinate project schedules with Campus users.

  • Develop and maintain condition survey of existing space.

  • Interpret and explain plans and contract terms to College representatives or developer, including administrative staff and workers.



Leadership and Management (25%)

  • Key staff member in supporting facilities personnel in delivering capital and operational projects.

  • Participate in selection, training, and evaluation of the Facilities' personnel.

  • Provide leadership and strategic direction for department with a focus on the College's culture, mission and vision.

  • Encourage and build mutual trust, respect, and cooperation among employees.

  • Assist with building long-range objectives, strategies, and actions to achieve objectives.

  • Assist with building and working with diverse teams effectively.



Budget Management (25%)

  • Develop project estimates and schedules.

  • Track and monitor project budgets, including the ability to estimate projects.

  • Monitor and maintain the annual capital project budget list.



Additional Duties

  • Create and maintain construction project information on the Facilities' website.



MINIMUM QUALIFICATIONS:
  • Bachelor's degree, advanced training, or a combination of education and relevant training/experience.

  • 2-5 years of relevant experience.

  • Ability to work outside of the traditional working hours as project needs require.

  • Understanding of the College's mission statement and Master Plan and the ability to translate both into capital planning and projects.

  • Ability to work with a diverse community to understand and prioritize needs and wants and bring groups to consensus.

  • Ability to develop designs with design professionals and contractors.

  • Ability to outline project development using written documents and spreadsheets.

  • Skills necessary for effective project management (i.e. documentation, contracts, scheduling, payment, construction knowledge, change orders, building codes, meeting notes, and close out procedures.)

  • Knowledge of contract documents, payment request, change orders, etc.

  • Knowledge of the Oregon Specialty Building Codes, National Electrical Codes, NFPA 101, and AASHRAE & LEED Design Standards and knowledge of the City of Portland's Facilities Permitting Program, the commercial building permitting, trade permits special inspections and the Conditional Use Master Platt

  • Familiarity with use of current technology and software as it relates to the field

  • Possess effective communication and problem-solving skills, in oral, written and graphic modes.

  • Maintain excellent organizational skills, and the ability to keep track of multiple ongoing projects in various stages of development and execution.

  • Experience using CAD software

  • Experience using graphic design or photo imaging software ​



PREFERRED QUALIFICATIONS:

  • Master's degree or a combination of education and relevant
    training/experience.

  • 5-9 years of relevant experience.

  • Experience with Project management software



WORK SCHEDULE:
  • Full time

  • 37.5 hrs/week

  • Some work outside traditional working hours required (as needed for specific projects)



PAY RATE:
  • $65,000 - $75,000 annually DOE

PHYSICAL REQUIREMENTS:
  • Requires some exertion, such as standing for long periods of time, considerable walking, frequent bending, kneeling, reaching, and stooping. The work may include occasional lifting of moderately heavy objects, and may require specific but common physical abilities.

  • Bending (30%)

  • Crawling (20%)

  • Other (50%) - Sit, stand, and walk for extended periods of time. Will be required to climb ladders, access roof tops, etc.
