Program Officer

The Center for Communication Programs seeks aProgram Officerto provide technical, programmatic, and administrative assistance to one or more programs and center-wide initiatives. This position will support the USAID-funded Breakthrough ACTION project (https://breakthroughactionandresearch.org/), which advances priority issues in social and behavior change.

This position is based in the US, and may support both global activities (“Core portfolio”) as well as backstopping country activities in Malawi, Cameroon, Tanzania or other locations to be determined. The position may also focus on health areas of malaria, global health security agenda, COVID-19 response, maternal and child health or other areas to be determined. The Program Officer serves as a project’s consistent link between headquarters and other locations (domestically or internationally), and provides the day-to-day problem solving, technical input, writing and editing, and procurement processing programs require.

The Program Officer will travel internationally to deliver short-term technical assistance (STTA) with direction (when pandemic-related travel restrictions lift), and independently contribute to technical work in areas of their expertise.

Specific Duties and Responsibilities:

Essential duties and responsibilities include the following. Other duties may be assigned.

Program Management

  • Manage project backstopping, independently
  • Be an integral member of the technical area teams (i.e., malaria and other health areas) at CCP, participating actively in the relevant team meetings and in technical discussions
  • Format, edit and produce documents and presentations as needed
  • Contribute to work plans, reports and budgets
  • Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
  • Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
  • Work closely with finance and administrative staff to ensure timely and compliant spending
  • Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
  • Liaise with internal and external partners
  • Adhere to JHU, CCP and donor rules, regulations and policies
  • Upload and save deliverables on relevant knowledge management platforms

People Management

  • May independently manage work of student employees
  • Assist in orienting and training new staff members
  • May manage group work with support, including task coordination and management
  • This position has no assigned supervisory duties

Technical Work

  • Contribute to social and behavior change technical work, including strategies, toolkits, online how-to guides, communication materials, scripts, job aides, websites, independently.
  • Gather, summarize, synthesize relevant background information to inform the above technical work
  • Seek out and use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
  • Write or develop content for technical products, obtain feedback, and make necessary revisions to finalize
  • Support group work efficiently and effectively, consistently following-up with team members to ensure work for a specific activity is on track
  • When leading or contributing to project work plan activities, ensure expectations as outlined in the approved work plan are met, such that all technical components are developed as promised and deadlines are met
  • Contribute to in-country STTA, including trainings, workshops, and program support, with direction
  • Actively participate in, and manage, relevant groups and discussions on the Springboard for SBC (https://springboardforsbc.org/) external online networking platform, as well as Compass for SBC (https://springboardforsbc.org/page/compass), a curated repository of resources for the SBC community globally.
  • Actively patriciate in, and manage, discussions on the Hive, the internal CCP knowledge management and staff communication system.
  • Professional and Organizational Growth

    • Contribute to writing success stories, blog posts, and other formats to tell the story about program accomplishments.
    • Contribute to center-wide initiatives, independently
    • May include organizing and presenting at brown bags, communities of practice, etc.
  • Contribute to proposal development (technical, budget, coordination) with direction
  • Represent JHU and CCP at relevant external meetings and events
  • May include delivering technical presentations, networking and relationship building
  • Stay abreast of technical updates in your field
  • Professionally engage and collaborate with other programs across the Center
  • Proactively seek opportunities to expand leadership and management skills
  • Complete at least two JHU training courses related to job duties per year.
  • Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
  • Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.
  • Minimum Qualifications:
    Master’s degree (M.A., MHS, MPH) required. Three years related experience required. Additional relevant experience and/or training may substitute for some education, to the extent permitted by the JHU equivalency formula.

    JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year

    of experience. Additional related experience may substitute for required education on the same basis.

    Preferred Qualifications:

    Experience in working on global health, malaria, neglected tropical or zoonotic diseases, social and behavior change, and/or community health worker programs is preferred, as is experience backstopping international public health programs. Experience with US government funded programs and international experience preferred. Foreign language abilities preferred.
