Campus Survivor Advocate
Reporting to the Director or licensed clinician of Counseling and Psychological Services and working with the Title IX Officer, the Campus Survivor Advocate serves as the campus-wide confidential advocate (as outlined in CSU Executive Order 1095 and section 1035.2 of the California Evidence Code) for survivors of sexual misconduct, dating/domestic violence and stalking; provides emergency and ongoing support services and assistance in order to ensure the well-being and safety of victims/survivors/complainants; responds pro-actively to safety and emergency issues; use counseling and interview skills and techniques with individuals who have experienced sexual misconduct, dating/domestic violence and/or stalking; maintains an office which is supportive and confidential for victims/survivors/complainants of sexual misconduct, domestic violence and stalking; provides crisis intervention and advocacy for students, faculty and staff on a walk-in basis and by appointment; provides appropriate resources and referrals for individual victims/survivors/complainants; and provides information regarding on and off campus reporting options, including Title IX information and reporting process. Also, provides educational counseling services to a broad and diverse student population.
This is a position in the CSU - Management Personnel Plan (MPP), and serves at the pleasure of the President. This position will require adherence to University compliance training such as: Conflict of Interest and Ethics, AB 1825 Sexual Harassment Prevention, Information Security, and Injury and Illness Prevention Program. The person hired for this position may be required to complete an outside employment disclosure statement in accordance with Title V of the California Code of Regulations.
- Provides emergency and ongoing support services and assistance in order to ensure the well-being and safety of victims/survivors/complainants
- Provides educational accommodation recommendations and notices to campus partners
- Responds pro-actively to safety and emergency issues; use counseling and interview skills and techniques with individuals who have experienced sexual misconduct, dating/domestic violence and/or stalking
- Maintains an office which is supportive and confidential for victims/survivors/complainants of sexual misconduct, domestic violence and stalking
- Provides crisis intervention and advocacy for students, faculty and staff on a walk-in basis and by appointment
- Provides information regarding on and off campus reporting options, including Title IX information; Accompanies victims/survivors/complainants, at their request and with their permission, and be with them as a support person throughout all stages of the investigation, counseling, medical appointment, legal appointments, etc
- Serves as a liaison for issues within the Title IX Office, University Police Department, University Housing Services, Student Conduct & Ethical Development and other key campus departments
- Participates in sexual violence prevention and awareness activities and programs
- Actively collaborates with campus units to develop and provide campus-wide awareness and outreach activities
- Provides individual educational counseling, assessing for suicide/self-harm risk and interventions to individual students experiencing academic, career, or other learning difficulties
- Offers guidance/support to help the diverse student population to be successful in the classroom. This includes retention counseling to students in academic risk or on probation/disqualification status
- Interprets and explains University policy to students, staff, faculty and prospective students
- Writes case notes based on all clients seen
- Refers and consults with Counseling Services clinical counselors/psychiatrist/nurse practitioner and University faculty and staff regarding students’ impediments to being successful
- Coordinates and communicates regularly with the Title IX team and Coordinator
- Maintains records for organization
Knowledge, Skills & Abilities
- Working knowledge of applicable state and federal sexual violence laws (including but not limited to Title IX, Campus SaVE, Clery Act), as well as CSU Executive Orders 1095-1098
- Knowledge of higher education environment
- Strong crisis intervention and consultation skills
- Ability to speak effectively in public settings such as classes and large group assemblies and communicate in one-on-one settings with students, faculty and staff
- Knowledge of, or ability to learn quickly, current and emerging college age student health problems (alcohol, tobacco, sexual health, HIV, nutrition, exercise and fitness) and existing methods of intervention and control
- Ability to communicate and interact with a diverse campus community
- Ability to analyze complex situations accurately, adopt effective courses of action, and advocate for survivors of violence, in coordination with multiple campus departments and off-campus partners
- Ability to establish and maintain cooperative working relationships with medical and behavioral health staff, faculty, CSU administrators, student organizations, community agencies, law enforcement, and other entities of the criminal justice system
- Ability to carry out a variety of professionally complex assignments and independently determine the level of services and resources provided to individuals or groups
- Ability to effectively present sensitive topic materials to a wide range of audiences
- Strong planning and organizational skills
- Ability to manage multiple tasks
- Ability to work independently and as part of a team
- Ability to maintain confidentiality and appropriately handle sensitive communications with students, staff, faculty and external agencies
- Ability to advise students individually or in groups on varied and complex matters

- Ability to carry out a variety of complex assignments without detailed instructions

- Ability to plan, coordinate and initiate actions necessary to implement administrative, group decisions, or recommendations
- Demonstrated ability to create programs that are responsive to a diverse and multicultural environment
- Understanding of multicultural helping and counseling that use multicultural competencies
- Ability to work varied hours depending on campus
- Excellent written and oral communication skills.
- B.A./B.S. Degree in Counseling, Clinical Psychology, Social Work or related field
- Must have completed the 40-hour California State Sexual Assault Counselor certification (pursuant to 13837 of the California Penal Code)
- Master’s Degree in Counseling, Clinical Psychology, Social Work or related field
- At least two years of experience of advocacy and/or support services with respect to survivors of domestic/dating violence, sexual misconduct and/or stalking
- Familiarity with Santa Clara County and San Jose community resources
