Summary
Centers for Civic Impact is seeking a Deputy Director for its
Center for Government Excellence (GovEx) who will be responsible
for assisting the Director in overseeing the implementation of
technical assistance efforts which support the use of data and
evidence for improved decision making by the public sector. In
addition, the GovEx Deputy Director is responsible for managing a
growing team of subject matter experts and other staff responsible
for coordination with our partner organizations. The GovEx Deputy
Director will be responsible for developing and managing program
initiatives, embedding an equity framework, and ensuring the
successful implementation of GovEx’s service delivery model which
focuses on the areas of data management and use, open data,
performance management, and advanced analytics.
In addition to real-world experience using data in the public
sector, the GovEx Deputy Director must be a strong leader with
excellent management skills. The Deputy Director will work with the
Govex Director to continue to build and direct a team which
supports Mayors’ offices and other city leaders to build
sustainable data programs, as well as with governments who engage
in fee-for-service technical assistance.
The selected candidate must possess a proven track record of
success in the public sector, have experience navigating an
academic environment, and be able to build relationships at all
levels, from residents to elected officials.
The position reports to the Director of the Center for Government
Excellence.
Specific Duties
& Responsibilities:
Program Management (25%)
● Participate in and help lead the development of GovEx’s
organizational goals, planning, and strategic development
● Partner regularly with the Director to develop short-term and
long-term strategies and objectives, and detail the progress and
status of various priorities with partner organizations and
funders
● Manage multiple programs and coordinate with staff, partner
organizations, and philanthropic funders in collaboration with the
GovEx Director
● Assist the Director in managing a growing and diverse portfolio
of programs in Assist in defining clear goals for the center and
measuring progress towards those goals in coordination with Civic
Impact’s Monitoring & Evaluation team
● Contribute to grant writing and other development efforts, as
appropriate, and proactively elevate the GovEx’s international
profile, creating opportunities for expanded influence
● Identify new opportunities to improve internal processes that
allow the successful implementation GovEx’s service delivery
model
● Support the teams at Civic Impact and its associated centers in
the effective development of best practices related to government
data usage, including resources for GovEx scopes, services, and
activities
● Collaborate with outside institutions and organizations to
develop approaches and materials that are locally applicable
● Maintain an understanding of trends in government data usage,
including open data, performance management, analytics, and other
areas as identified by Civic Impact and its associated
centers
● Participate in the development of materials presenting data
trends and results seen in cities
● Refining and overseeing implementation methods for service
delivery, including scoping sessions
Staff
Management (65%)
● Assist the Director in managing and appropriately growing a team
of GovEx subject matter experts
● Onboard and provide regular training to GovEx staff in best
practices and delivery methods
● Assign GovEx staff to technical assistance projects and oversee
their successful completion of these efforts
● Manage, supervise, and coach a team to set strategic goals and
support a values-based organization and team culture that makes
GovEx a great place to work
● In collaboration with the Director, serve as hiring manager,
including development of onboarding and evaluation plans
● Manage ongoing professional development of staff to improve team
talent, skills, and capacity
External
Relations (10%)
● Build and maintain strong relationships with city leaders,
elected officials, and other critical stakeholders
● Representing GovEx to external stakeholders including
governments, philanthropy, nonprofit organizations, and academic
and public sector leaders
● Conduct outreach to government executives and senior staffers in
support of GovEx Senior Advisors' efforts
● Serve as an internationally recognized thought leader for data
management, performance management, and advanced
analytics
Minimum
Qualifications (mandatory):
● Bachelor’s degree required.
● Five years of related experience
Preferred
Qualifications:
● Master’s degree in public policy or related field
● At least five years of experience in the field of public sector
data use
● Experience managing diverse teams
● Experience in the creation or direction of performance management
or data analytics programs
● A record of strong professional achievements in public policy,
public administration, or a related field
● Proven ability to develop, manage, and thrive in relationships
with public sector executives and senior staffers
● Seasoned personnel skills to manage a team of mid-level
professionals
● Ability to work in and lead teams in an result-driven
workplace
● Extensive familiarity with government, nonprofit, and
philanthropic stakeholders
● Understanding of and ability to communicate stories about the
impact data usage has on the public sector
Special
knowledge, Skills, and Abilities:
● A strong understanding of quantitative research methods, and the
ability to work with, and understand, complex datasets
● Familiarity with presenting complex quantitative and qualitative
research and analytical findings
● Familiarity with in Python, SQL, JavaScript and/or R, and GIS
software
● Knowledge of how to create data visualizations in D3.js,
RStudio,or Tableau
● Experience with Microsoft Office, G Suite, and project management
applications
● Familiarity with learning management systems
● Experience using project management and collaboration software
such as Asana and Slack
● Demonstrated effectiveness in coordinating with subject matter
experts
● Understanding of qualitative and quantitative research
methods
● Excellent oral, written, communications, and research
skills
● Commitment to a collegial workplace
● Capacity to work independently and in a results-oriented
workplace
