Job Summary

Facilities Management encourages applications for a Supervisor District Energy Plant Operations! This position supervises and directs plant operations and personnel to ensure safe and efficient operation of the University District Energy Plants, Satellite Plants, and Combined Heat & Power (CHP) system (aka cogeneration system) at an advanced level.

The supervisor provides highly skilled operational oversight of critical mechanical and electrical systems, and executes work assignments safely and efficiently in such a manner as to restore or improve the reliability of the equipment being operated.

District Energy and Satellite Plant Systems to operate include CHP System consisting of dual-fuel combustion gas turbine generators (CTG), Heat Recovery Steam Generators (HRSG), Steam Turbine Generator (STG), dual fuel boilers, electric driven centrifugal chillers, cooling towers, and all related auxiliary equipment.

The Utility & Energy Services Group is responsible for the safe, reliable, and efficient production and distribution of steam, chilled water, domestic water, stormwater, sewer, and electricity at the University of Colorado Boulder.

Who We Are

Utility and Energy Services is responsible for the design, operation, maintenance, and repair of the campus’s energy generation and distribution infrastructure for steam (heating), chilled water (cooling), and electricity. We provide the campus community with reliable utility services in a cost-effective and environmentally responsible manner and offer measurement, line locating, performance engineering, regulatory and data management services.

What Your Key Responsibilities Will Be

1. Supervises operators to ensure operations meet expectations for quality, productivity and safety. Supervises production schedules, assignments and work order completion including determining priorities, personnel and materials requirements to ensure plant(s) operate in accordance with plant policies, procedures and production goals. Identifies day-to-day problems and makes adjustments to work as necessary to produce desired operational goals. Monitors, measures and reports on production related process performance and general issues. Plans and directs the work assignments of operators. Provides skills training to plant operators and conducts staff performance evaluations.

2. Monitors operational loads, import, and makeup levels and flows, and is alert to trends and changes that might signal the need for operational changes and adjustments. Oversees the adjustments of turbo-machinery, boilers, high pressure pumping units, vacuum pumps, chilled water systems, boiler feed pumps, and auxiliary equipment to ensure safe, reliable, and efficient plant operations.

3. Performs trouble shooting and initial root cause analysis on equipment failures and operational upsets. Reviews the operational status of all District Energy Plants, Satellite Plants, and utility distribution systems to assist the Superintendent in providing analysis and oversight to ensure optimization of system performance.

4. Provides all Operator Training to lower level Utility Operators, apprentices, new employees, and Contractors. Remains current on all changes to operating procedures, new equipment and related systems. Updated Standard Operating Procedures (SOP).

5. Coordinates utility (steam, chilled water, and electric) distribution Outages, Lock-Out/Tag-Out, Electrical Switching Procedures, and communications in locating system leaks and faults.

6. In the event of an emergency, serves as the focus of communications relative to all utility systems, takes personal charge of all utilities operations, and is the key authority for all decisions relative to utilities operations. Ensures timely notification of appropriate administrative authority in the event of an emergency or utility failure to an entire building.

7. Plans, supervises and performs preventative maintenance and repairs equipment such as pressure transmitters, small pumps and motors, and other duties as assigned.

8. Supervises Plant Security & Access Program for physical access in and around the plant. Monitors process and supervisory control network activity. Make proper notifications when plant physical or control network security is compromised.

9. Position is expected to cover shifts and operate any district energy plant when necessary (i.e. coverage due to operator vacation, sick, training, etc.).

What You Should Know

• Candidate must successfully pass the CU Boulder "Boiler & Chiller Operator Training Program" and "CHP Operator Training Program" to become CHP Board Qualified within one (1) year of hire date.
• Candidate must complete CU Boulder Supervisor Training within one (1) year of hire date.
• Must successfully pass a criminal and motor vehicle background check.
• Must have a valid driver's license.

What We Can Offer

The salary range is $65,000 - $78,800. This position is overtime eligible.

What We Require

• Six (6) years of progressively responsible experience in CHP (cogeneration) operations. At least one year must have been hands-on experience with any two of the following:
• Electrical generation;
• Electrical distribution;
• Steam generation;
• Steam distribution;
• Chilled water generation;
• Chilled water distribution;
• Distributed Control Systems such as Programmable Logic Controllers (PLC).
• At the agency’s discretion, demonstrated proficiency on position competencies may substitute for the required experience.
• Training from a military, accredited institution, or graduation from an apprenticeship program on boilers, turbines, steam, energy, power, heat transfer and power plant instrumentation, control and monitoring systems.

What We Would Like You To Have

• Experience operating the following:
• Electric Chillers and Steam Boilers
• High voltage distribution switchgear
• Chilled water distribution systems
• Qualified DCS operator.
• Qualified Boiler operator.
• Formal education in Power Plant operations/maintenance.
• Co-Gen Operator experience.
• Previous supervisory experience or demonstrated ability to effectively lead/manage a team.
