Job Description:

Job Summary

Under the supervision of the Vice President of Human Resources, the Benefits & Compensation Administrator is responsible for the administration of all benefits programs, including enrollment, communication and administration of plans.  The incumbent will assist with selection of vendors, plan design, audits, institutional committee participation, benefit budgets, regulatory compliance, administration of salary program, position reviews, maintenance of job grading system, benchmarking analysis, benefit and salary surveys, reporting, and annual salary adjustments.

Essential Functions

1. Benefits Program Management:

  • Explains benefits programs to new hires and ensure timely enrollment. Assures proper payroll deduction.   Processes changes in benefits and terminations.  Administers COBRA through outside vendor. Administers DECAP and Medical Expense Reimbursement Plans;
  • Processes all claims for Life Insurance and long term disability insurance. Assures timely completion. Assists employees with Health, Dental, and Medical Expense Reimbursement problems.  Contacts vendor(s) when needed. Reviews and approves insurance bills for accuracy;
  • Designs and implements programs to communicate benefits to employees, including but not limited to retirement education, health and wellness events, Curry employee newsletter, and annual reports; partners with VP of HR to manage the administrative design of the Employee Wellness Program;
  • Assist the Vice President of Human Resources with addition of new benefits and recommends changes in programs, participates as an active member on the Health Insurance Committee, Retirement Plan Oversight Committee, Employee Wellness Program, and follows-up with brokers, on cost-effective, high quality vendor selection. Oversee vendor management of FSA, HRA, retirement plan reporting and other outsourced services;
  • Prepares annual benefits budget. Monitors expenses to remain within budget. Participates in benefit surveys for benchmark analysis;
  • Assure regulatory compliance with plan documents and makes necessary changes to remain in compliance and works with broker and/or attorney on any restatements; responsible for SAR's; prepares data for annual 403b discrimination testing; compiles data for 5500 filing; monitor on a monthly basis actual work hours for employees pursuant to the Affordable HealthCare Act (ACHA); provide notification to employees for medical coverage eligibility with ACHA; and partner with Payroll and work with outside vendor to review, upload, and verify data to forms 1094-C and 1095C filing;
  • Administer all leaves of absences and according to College's policies, labor contracts, and insurance policies. Ensures that proper certification has been received, send letters of approval / decline with accurate information by working in conjunction with the payroll department.  Communicate with the employee's supervisor to ensure adequate coverage during leave.

2. Compensation Program Management

  • Administers all employee compensation programs, including data integrity, audits, analysis, research, instruction, preparation and training. Works with HRIS to ensure that salary increase information is accurate for data entry into employee records; prepare documents to assure correct data is sent to payroll;
  • Research salary structure and merit increase trends for non-aligned structure and salary program and recommended changes or adjustments;
  • Complete annual published salary surveys to determine market rates and trends in general and within higher education and conduct custom surveys and survey projects as requested or when needed.

3. Position Classification Program Management

  • Responsible for conducting compensation analysis of all positions, including, by way of illustration only, selection of appropriate benchmarks, bench auditing, structure and operations affect, and market and internal equity studies; assignment of job grades, Fair Labor Standards Act categorization, employment basis, position type, salary compensation and benefit program(s) participation;
  • Compose job descriptions, ensuring all positions are clearly and adequately described;
  • Maintain job description files, Job Code Table and review audits to keep information current.

Additional Functions

  • Perform such other duties and provide such project leadership or support for the Office of Human Resources as assigned and within the Benefits & Compensation Administrator learned capacities.

 

Requirements:

Minimum Qualifications

  • Bachelor's degree in business administration, human resources or related discipline;
  • At least five to seven years of related professional experience in a role that relies heavily on benefits administration and compensation analysis;
  • Highly developed written and verbal communication skills with an emphasis on employee communication of HR programs.  Ability to develop clear and effective multi-layer communication plans;
  • Strong project management skills to design and execute simple and complex projects such as research and implementation of a new plan, policy or deliverable;
  • Demonstrable advanced Microsoft Office skills, with an emphasis on Excel and Word and the ability to learn and use other software related to HR and/or compensation and benefits.

Preferred Qualifications

  • Coursework in Benefits (CEBS), and Compensation preferred;
  • Banner experience is a plus.
