General Description:
Reports to and supports the Director for Benefits Compliance and Operations in the Office of Benefits Services (OBS) which includes compliance, government reporting and audits, financial management and reporting, plan administration, communications and audits, project management and vendor management. Supervises a staff of four employees; two Benefits Analysts and two Benefits Specialists. Participates in the development and implementation of benefits plans and future benefits changes and enhancements. Provides technical guidance and assistance on all benefits plans and programs.

Essential Job Functions:
Administers the university’s performance management process for Benefits Analysts and Benefits Specialists; supervises work schedules to ensure appropriate office coverage and timely processing for benefit plans; ensures that staff is highly qualified, well trained, discreet and professional. Reviews programs and processes to identify areas of improvement for increased efficiency and update process documentation and training manuals as needed.

Oversight of the Student Health Benefits Plan, including review, editing and updating of plan document and plan brochure; development and implementation of new policies and procedures; oversees financial aspects related to medical claims for student athletes, provides advice and guidance to the Student Health Plan Committee (comprised of individual school representatives responsible for student enrollment and questions) and divisional business office representatives in resolution of complex issues; represents OBS in all meetings with the Student Health Plan Committee, divisional business office representatives, and consultants.

Management of health and welfare compliance mailings, audits filings and notifications for required monitoring of hours to confirm that employee groups align with ACA; responds to inquiries from Health Insurance Marketplace and files necessary appeals as needed; meets regularly with vendors and JHU’s Enterprise Business Services to ensure that data transfers between vendors are accurate and delivery of required forms is timely.

Provides oversight for Unemployment Insurance and Tuition Benefits processing and payments, oversees vendor funding and premium payments to benefits plans including accumulation, analysis, maintenance of data, reconciliation, periodic audits and financial returns. Ensures necessary training and backup for processing of Qualified Medical Child Support Orders, subpoenas, benefits surveys, benefits reports, insurance claims for life, dependent life, personal accident and travel accident, and leave of absence billings and procedures. Offers guidance and problem-solving advice to Benefits Analysts and Benefits Specialists for daily issues that arise and deals with complex issues involving faculty, staff and retirees. Oversee various benefits communications and mailings; draft, edit and review for university-wide delivery.

Functions as project lead and subject matter expert in implementations for benefits projects as needed; consults with ERISA counsel, internal counsel, internal and external contacts to ensure that all aspects of the project are monitored and accurately implemented. Works with Sr. Benefits Analysts on various benefits projects and plan administration. Other duties as required or requested.


Qualifications, Education, Experience and Skills:
Requires Bachelor’s degree (Master’s degree preferred) and 5 or more years of experience in employee benefits, or equivalent; strong benefits operations and customer service background, preferably in a university setting; knowledge of benefit plans, policies, laws and practices; strong project management and team building skills and ability to work effectively as part of a team; ability to work with other departments promoting teamwork and foresight in establishing and reviewing new and existing benefits policies and procedures; excellent written, verbal and presentation skills; ability to provide clear information on benefits policies and procedures to faculty, staff, retirees and university administrative units.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
