Position Summary:

This position reports to the Assistant Director of Capital Planning who oversees the capital budget process within the Division of Facilities Planning & Management's (FP&M), Department of Facilities Planning & Delivery (FP&D) and supports capital project requests that address the University's strategic physical planning processes. The position develops, analyzes and documents capital project requests; assists with quarterly status reporting of capital projects including cash flow projections; provides support in the creation of proposals, policies, procedures, and programs to address the University's building program; assists in the development of the university's Six-Year Capital Development Plan in support of the University of Wisconsin-Madison's schools, colleges and major divisions; and completes special projects at the direction of the Assistant Director of Capital Planning.
A significant focus for this position is placed on the development of accurate, reliable budgets for total capital project costs that are coordinated with proposed building programs, anticipated work scopes, and projected timelines. The position provides support and collaborates with the University's strategic partners including UW System Administration and the State of Wisconsin Department of Administration- Division of Facilities Development (DFD) on process improvements for capital project delivery and special capital planning initiatives.
This position requires a keen understanding of the state and university funding approval process and demonstrates a thorough understanding of the controls, limits, and guidelines for project funding in the State of Wisconsin and within the University of Wisconsin System. The position requires general supervision, is part of Department of Capital Planning and requires knowledge of Wisconsin State agency organizational structure, UW System Administration organizational structure, operating budget policy, capital budget and building program policy and procedures, and procedures of diverse departmental activities within FP&M. The position requires skills to communicate with executive level managers, independent decision-making ability, and the ability to coordinate projects for diverse departmental activities within Capital Planning and in FP&D.

Degree and Area of Specialization:

Bachelor's Degree

Minimum Years and Type of Relevant Work Experience:

7 to 10 years work experience working with multi-disciplinary teams, including financial, budget and policy analysis and development; Knowledge of Wisconsin Statutes, federal regulations, administrative rules, state programs and directives particularly with State of Wisconsin programs and Budget Process.

- Strong skills with computer software programs particularly Microsoft Office Suite (e.g. Excel, Access, Word, PowerPoint)
- Excellent interpersonal skills.
- Written and oral communication skills.
- Knowledge of Wisconsin Statutes, federal regulations, administrative rules, and directives particularly related to capital budgetary procedures.
