Position Summary

Dallas College seeks a dynamic, visionary leader to play an important leadership role in the creation, launch, and implementation of the School of Education (SOE). The new SOE is being created with the support of leaders throughout the region to address the critical shortage of highly qualified educators that is contributing to poor educational achievement and persistence of poverty.

The ideal candidate will possess a strong commitment to teacher education, educator preparation, teaching and learning, and advising. The candidate will also have a strong track record of effective administrative experience at the K-12 and/or the undergraduate or graduate level at an institution of higher education. The candidate will demonstrate versatility in teaching a wide variety of courses and enthusiasm for teaching students in the field of education.

This position will work with the Dean of Educator Preparation and Teacher Pathways to oversee and lead all elements of educator certification and teacher licensure for the School of Education. Position will also lead all Alternative Teacher Certification work within the Dallas College School of Education and will lead the implementation and coordination of all ACP educator preparation and teacher pathway activities (including coursework, admissions, partnership development, student clinical teaching and field experiences, program progress monitoring, and other associated best and innovative practices in the field. This position will work with the Dean of Educator Preparation and Teacher Pathways to lead a premiere ACP for our region.

The ideal candidate will possess a strong commitment to institutional effectiveness, program performance management, and be well versed in using data to make program and school level decisions.

Required Knowledge, Skills & Abilities

The complex role(s) of Associate Dean of Educator Certification requires a skilled individual who can both serve and coordinate multiple constituencies. Individual in this position is the primary spokesperson and advocate for students in educator certification programs in the School of Education. In this role, the Associate Dean is the guarantor of educator certification quality.

The Associate Dean needs to champion the resource needs of the department and ensure the effective use of current resources. Individual must promote the quality of the certification programs while they remain alert to the need for program revision. Must also have a deep understanding of Texas state teacher licensure requirements and guidelines as established by the State Board for Educator Certification (SBEC) and, a familiarity with the operations and purposes of the Texas Education Agency.

The Associate Dean must maintain a solid relationship with executive leadership, administrators, faculty, staff, and students to achieve the goals of the department, School, and College, cultivating a positive work environment. Must have an advanced knowledge of policies and procedures and adhere to high ethical standards when implementing process and improvements to comply with College guidelines.

Must be able to:

· Demonstrate knowledge of the purpose of community colleges and the vision of Dallas College

· Demonstrate the capacity to understand how the various technology systems used with monitoring academic compliance work together

· Be proficient in the use of quantitative and data to drive systemic and strategic changes that are needed to improve student and faculty experiences within academic programs

· Respond appropriately to issues in a dynamic rapidly changing educational/economic environment

· Demonstrate ability to work with various departments within Dallas College

· Project management experience, including working in a fast-paced environment that require addressing multiple tasks simultaneously

· Self-directed, with the capacity to design own workflow

· Excellent leadership skills, including the ability to delegate effectively

· Demonstrate commitment to the promotion of diversity and equity

· Highly collaborative leader with experience in a comparably diverse and complex college/university with a proven track record of enhancing academic quality, instructional excellence, institutional diversity, equity and inclusion, and student success

The Associate Dean will have at least three years of leadership experience including program coordination in higher education (or in the K-12 space) as well as successful experience with program development and program approvals and, a demonstrated commitment to diversity and equity in education through leadership, scholarship, teaching, and/or service

Minimum Knowledge and Experience

· Bachelor’s Degree in relevant subject matter plus five (5) years of experience in a leadership role focused on bringing systemic change in teacher preparation.

· Public school experience as a PK-12 teacher and/or in an administrative capacity is required.

· K-12 Teacher licensure and an understanding of Texas State Board for Educator Certification (SBEC) rules and regulations.

· Experience working with diverse student populations and/or a multilingual environment is preferred.

· Extensive knowledge of teacher preparation programming and the current local, state, and national education landscape.

· Ability to travel both across the state of Texas to support teacher candidates and, engage with relevant stakeholders.

· Experience managing large grants, including but not limited to: grant outcomes, reporting, benchmarks, data collection, and budget projections.

· Demonstrated success in leading program development or transformation (launch of new programs, redevelopment of existing programs/schools) is also preferred.

· Openness to both giving and receiving frequent feedback horizontally and vertically while embodying a growth mindset.

Essential Duties and Responsibilities

A knowledgeable, skillful, and innovative leader who will collaboratively manage a complex set of institutional challenges and issues, making difficult decisions focused on moving the School of Education forward in a productive and sustainable way that continues to promote success.

Key responsibilities of this leader include (but are not limited to):

· Supporting the development of the vision, mission and purpose, strategic priorities, and execution of the technical assistance center launch and scale,

· Participating in and contributing to the Teacher Preparation Transformation Center Community of Practice and Small Group convenings.

· Managing and leading the execution, scaling, and sustaining phase activities and outcomes regarding Programming and Content Development,

· Supporting the development and evaluation of Programming and Content Development team,

· Working to implement and improve a ‘pilot and planning phase’ to identify the needs of alternative certification educator preparation programs across the State of Texas,

· Learning best practices for providing technical assistance to educator preparation programs and program leaders from technical assistance centers across the nation,

· Codifying and executing a comprehensive approach to supporting and developing alternative certification educator preparation programs in the State of Texas,

· Collaborating with educator preparation program (EPP) leadership to implement initiatives based on the technical assistance approach,

· Building strong relationships with both national technical assistance center leaders, Texas educator preparation program leaders, and other core constituents to create a client base for the execution phase of the center,

· Executing on both the strategic and tactical plans for the pilot and inaugural cohort phases of the technical assistance center,

· Providing input and strategic approaches to the work,

· Supporting the creation of materials, tools, and resources aligned to the outcomes of the technical assistance center,

· Providing guidance and management to support grant outcomes and budget benchmarks for all educator preparation program (EPP) partners as well as the technical assistance center itself,

· Gathering and reporting technical assistance and teacher preparation program impact data to the funder, and

· Responding to Additional Requests or Assignments from School of Education leadership.

To help drive organizational maintenance and improvement, the Associate Dean will also understand local, regional, and national accrediting body requirements that are department and/or program specific.

The Associate Dean will have had experience in an administrative leadership position overseeing academic related projects or programs at an institution of higher education. Advanced knowledge of policies and procedures and adheres to high ethical standards when implementing process and improvements to comply with District guidelines.
