Position Profile:

Under the administrative supervision of the Dean of Special Programs, the Project Manager of the Dream Resource Center will be responsible for the development, implementation, and evaluation of the Dream Resource Center and the DREAM Program. The Project Manager will also assume the primary leadership role in all aspects of grant management, program administration and services for undocumented students.

Primary Duties and Responsibilities :

  • Develop and coordinate the delivery of program and center services, geared specifically to serving the Santa Monica College undocumented and immigrant community.
  • Support district, regional and statewide undocumented student initiatives and services.
  • Provide equity-minded solutions that support student success.
  • Develop and maintain excellent working relationships with program partners, both internal and external, serving as the primary contact for all matters regarding the center.
  • Work collaboratively with faculty, staff, and administration to provide timely undocumented student and immigration information to the campus community.
  • Communicate effectively with SMC’s Fiscal Services Office, the Dean of Special Programs and the Office of Human Resources to ensure that the center has access to the resources it needs to successfully achieve its goals on time and within budget.
  • Assist with outreach efforts to promote the program and services of the Dream Resource Center and the DREAM Program through media, public relations channels, and public presentations to targeted groups.
  • Develop and maintain website and student participation database.
  • Develop a detailed project plan to track progress.
  • Create and maintain comprehensive project documentation.
  • Effectively manage the grant budget, ensuring documentation exists to support each expense, including time and effort reporting.
  • Work with the project analyst to assess the effectiveness of the project.
  • Prepare reports to funding agencies and the District administrations.
  • Assure accurate and complete records systems.
  • Attend all required grantee meetings and trainings with the California Community Colleges Chancellor’s Office.
  • Collaborate with SMC IT staff to implement technology solutions, ensuring streamlined workflows and integration with other SMC software systems.
  • Engage in ongoing evaluation of implementation for continuous improvement. Prepare reports on results.
  • Manage project budgets, monitor expenditures, investigate travel-related items, and procure equipment and supplies as needed.
  • Prepare and deliver oral and written reports, recommendations and presentations to committees, administration, the Board of Trustees, and external constituencies as needed.
  • Ensure the completion and timely submittal of all grant and project required documents, surveys, and data reports for assigned projects.
  • Engage in participatory governance processes and activities and serve on college committees as assigned.

Minimum Qualifications

Possess a Master’s degree from an accredited institution and academic leadership experience or equivalent as determined by a Bachelor’s degree in a related field and 12 credits of graduate study OR six years of project management experience, OR possession of an appropriate valid California Community College Credential authorizing service in the specified subject area(s).

Evidence of sensitivity to and understanding of the diverse socio-economic, academic, cultural, disability, gender identity, immigration status, sexual orientation, and ethnic backgrounds of community college students, including those with physical and/or learning disabilities as these factors relate to differences in learning styles.

Preferred Qualifications

Education/Experience:

  • Extensive knowledge of and experience with AB540, DACA, AB2000, AB130, AB131, SB68, and other pertinent legislation or initiatives to support undocumented students.
  • Demonstrate an equity-minded understanding of the needs and challenges of undocumented, low-income, traditionally underrepresented minority students, and/or first generation college students.
  • Working knowledge of grant-funded projects, including an understanding of grant compliance, fiscal monitoring and documentation, project reporting, and evaluation;
  • Ability to work effectively and provide leadership as a member of a team to realize program goals.
  • Excellent interpersonal and communication skills.
  • Strong computer skills.
  • Two years of experience in an academic or student support program in higher education.
  • Proficiency in project management software tools.
  • Prior experience as a project manager or similar.
  • Experience within a community college environment is preferred.
  • Demonstrate excellent analytical, organization, and presentation skills.
  • Demonstrate excellent communication skills, both verbal and written.

  • Knowledge of and experience with AB540, DACA, AB2000, AB130 and AB131 and SB68.
  • Ability to work effectively and provide leadership as a member of a team to realize the program goals and objectives.
  • Excellent interpersonal skills in dealing with all college constituencies and community.
  • Strong computer skills and knowledge of academic technology solutions. The ability to work with technical staff in developing or identifying technology solutions.
  • Excellent written and verbal communication skills.
  • Willingness to adopt a “hands-on” approach to completion of projects and tasks, to work in a dynamic environment that requires flexibility, and to balance multiple responsibilities.
  • Strong analytical and critical thinking skills to be able to collect and analyze the appropriate data and information to ensure that projects are regularly assessed and improved.
  • Solid organizational skills including attention to detail and multi-tasking skills.
  • Skill in resolving complex problems.
  • Knowledge of contract management and project management principles.
  • Ability to work cooperatively and collegially with others.
  • Ability to think analytically, creatively, strategically, and to have a big picture perspective.
  • Ability to successfully manage relationships and projects.
  • Execute effective presentations.
