General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

The Baltimore City COVID-19 Data Manager will lead a team of data analysts and data entry clerks to enter, analyze, and coordinate large quantities of data from multiple sources and streams in support of Baltimore City’s COVID-19 vaccination program. This position will support the VALUE (Vaccine Access and Acceptance Lives in Unity, Education and Engagement) Communities Team, which aims to ensure equitable COVID-19 vaccine distribution across Baltimore; and will work closely with the Mobile Vaccine Team, which enables access to and uptake of COVID-19 by bringing vaccine closer to Baltimore City communities through the provision of mobile vaccination clinics. The Data Manager will lead data entry, analysis, and management for both teams as needed, and will coordinate closely with the Epidemiology Team for oversight and overall coordination of data activities. Under the supervision of Jhpiego and the Baltimore City Health Department, the Data Manager will lead the synthesis, coordination, and presentation of all COVID-19 VALUE Communities and Mobile Vaccine Team data, and is expected to engage with counterparts, community members, and other stakeholders in the COVID-19 response in Baltimore City with professionalism and a solution-focused attitude. This position will lead data management for mobile COVID-19 vaccine clinics for VALUE communities, focused initially on older adult and homeless populations and rolling out to other populations as vaccine eligibility criteria expands.

This is a temporary position funded through February 2022. This position is primarily remote, although there may be infrequent need to visit or work from the mobile sites.

Specific duties & responsibilities:

  • Synthesize, coordinate, and manage data from multiple streams and sources
  • Develop and manage dashboards and other data visualizations to support VALUE communities’ operations and to track outcomes
  • Develop, implement, and train staff to use organizational data systems and tools to track key data elements and indicators
  • Manage teams to adopt new data entry systems and migrate data between systems as needed
  • Build new data workflows as needed and manage detailed data workflow maps for the VC operations
  • Collaborate with others to coordinate data tracking and share data between programs/ organizations
  • Work with the technology team to support the build and design of the technology workflow
  • Ensure data entry, analysis, reporting, and use needs are met for VALUE Community partners and Mobile Vaccine team clinical and non-clinical partners
  • Ensure timely and accurate tracking and reporting for key data elements and indicators, and coordinate with systems for COVID-19 vaccine patient reminders and appointment scheduling
  • Identify areas for improving and updating data collection, reporting, analysis, and presentation tools to improve COVID-19 vaccine program, as needed
  • Support data analysis, interpretation, and use
  • Develop standard operating procedures and best practices for data collection, reporting, analysis, and use, and ensure teams are adhering to these principles
  • Develop and implement data analysis workplans that include timeline, responsible party, and indicators
  • Review and troubleshoot workplans and budgets, as needed
  • Build workforce capacity related to data entry, analysis, interpretation, and use
  • Establish and run data team meetings
  • Prepare data presentations and facilitate discussion of data at meetings, including presentations to BCHD and Jhpiego senior leadership
  • Ensure reports are completed and submitted on time; contribute to development of reports and facilitate appropriate review processes
  • Develop strong systems for data collection, reporting, analysis, and use
  • Support information sharing across workgroups and with other stakeholders
  • Ensure knowledge management is maintained for all projects and across all workgroups

Minimum qualifications (mandatory):

  • Advanced degree in data analysis, statistics, or a related field
  • 5 years of experience with data management, leading teams of data entry and analysis staff, or equivalent work experience
  • Experience working in community health or immunization preferred
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Excellent organizational and time management skills, ability to manage multiple projects and workstreams at one time
  • Highly motivated; good team player; strong leadership skills
  • Ability to work in a complex environment with multiple tasks and short deadlines
  • Excellent written and oral communication skills; excellent data presentation skills
  • Familiarity with PowerBI
  • Fluency in REDCap and Office 365, including Word, Excel, PPT, and other data analysis and visualization tools
  • Familiarity with Maryland ImmuNet, PrepMod, or covidLINK (Salesforce) preferred
  • Proficient Spanish language skills preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
