Note: This is a grant-funded position. Continuation of this position is dependent upon annual renewal of funding.

The TRIO SSS Program Director is responsible for managing all aspects of the Cascade TRIO Student Support Services program. This program is federally-funded and is designed to assist approximately 140 (annually) low-income, first-generation students and students with disabilities to stay in school, transfer to other colleges/universities, and/or graduate from PCC. The Director supervises staff; provides direct services and instruction to students; manages the grant budget and reporting requirements; develops and oversees program policies, procedures, and programming; and provides college leadership in the area of student success, retention, and completion.

Candidate Profile

  • Experience working in a higher education environment with diverse student populations including ethnically diverse, first-generation, low-income students.
  • Strong program development and management skills; including educational planning, development of program outcomes, assessment, data analysis, and continual improvement practices.
  • Demonstrated grant management experience, including effective budget management and maintaining an accounting system and experience ensuring federal programs are in compliance according to the US Department of Education requirements including the Higher Education Act, programs regulations EDGAR, and OMB circulars.
  • Demonstrated experience teaching, advising, and/or tutoring marginalized, low-income and/or first generation students.
  • Demonstrated commitment to diversity and inclusion, with a strong equity lens to support the development of students, staff, and faculty from a broad spectrum of identities and lived experiences.
  • Demonstrated expertise in Student Development and Student Success, showing knowledge and application of culturally relevant research, theories and learning, and a focus on program effectiveness and equitable outcomes.
  • Experience with student database systems, Blumen preferred as well as experience monitoring and maintaining appropriate documentation and records.
  • Professional or personal experience in overcoming barriers similar to those confronted by projects participants (low income, first generation and disadvantaged students.).

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Master’s degree in Education, Adult Education, Social Science, Education Administration, Educational Leadership, Counseling, or related field (Relevant experience may substitute for the degree requirement on a year-for-year basis).
  • Three years progressively responsible experience managing, administering, or coordinating an education program in a school setting with multiple components and partners.
  • Two years of supervisory experience supervising employees.

  • Ability to illustrate a student-centered approach in response to challenging student and college issues; demonstrating cultural and personal sensitivity, imagination, and effectiveness in problem solving.
  • Demonstrate commitment to integrated management and systems thinking with the ability to work collaboratively with faculty, staff, and students in positive and inclusive ways.
  • An ability to think creatively and to lead and manage change.
  • Experience in creating periodic reports required by the US Department of Education and college institutions.
  • Demonstrate experience integrating technology in the delivery of services, programs, and activities including for tracking and reporting.
  • Experience in recruitment, identification, selection, and enrollment of students.

Position Grade K Starting Salary Expectations Minimum $70,796 to range midpoint of $86,726. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $70796 to $102654 Annual Salary FTE 1 PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements


  • Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule.


  • No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
