Job Description SummaryMontgomery College, Workforce Development and Continuing Education, has an immediate need for a full-time Placement & Learning Advisor. This is an exempt, non-bargaining position. The work schedule is 40 hours per week, Monday – Friday, 8:30 am - 5:00 pm. Must be able to drive to the several Montgomery College and MCPS sites, when needed, for events or material delivery. This position requires a flexible schedule to include occasional weekend and evening hours. This position is based on the availability of Consolidated Adult Education and Literacy Grant and shall expire on June 30, 2022. Employment continuation beyond the contract period is contingent upon need and funding.

This position manages and oversees all aspects of the registration process for the ESOL and IELCE/IET program offerings for the Consolidated Adult Education and Literacy Grant. Manages and oversees the implementation of assessments and makes all arrangements for registration and orientation for new and returning students including the following: determining the number of students to register at each site each session; staffing and overseeing all events; and preparing all materials needed.

Job Description

Duties include but are not limited to:

  • Coordinates and implements local policies and procedures for placement of all learners in appropriate level classes and functioning levels; manages waiting lists specific to program sites.
  • Communicates with culturally, linguistically, and educationally diverse instructors and staff regarding placement, progress, and attendance issues.
  • Counsels culturally, linguistically, and educationally diverse students to define learner goals and to make referrals to outside agencies or support services.
  • Works with Program staff to address the special needs of enrolled learners, including people with disabilities.
  • Makes arrangements for new student placement testing including staffing testing teams; designates pre- and post-tests for every new and returning student in class each session; prepares all materials for each event at each site; arranges delivery of materials to each of the 15 sites; and oversees the data team in processing of all tests. Orders, inventories, and maintains security of intake and testing materials.
  • Plans and implements training on assessment procedures for staff and testing teams; plans and implements professional development on best practices for assessment integrated into instruction for faculty.
  • Assists in the preparation and implementation of the annual operating grant and Data Quality Plan. Reviews data and uses information to inform decisions on intake and assessment practices for the program.
  • Participates in state and local professional development activities and applies at a local level. Keeps abreast of any changes with the funder-mandated student assessment system (e.g., Comprehensive Adult Student Assessment System-CASAS) to make sure the program is in compliance with Maryland Department of Labor on intake and assessment.
  • Other duties as assigned.


Required Qualifications:

  • Bachelor’s degree in education, counseling or a related field and any combination of education, training, and experience providing understanding of the field and the ability to perform the duties of the job.
  • Two to three years of progressively responsible experience working with ESL students and/or teaching ESL in higher education or a similar environment including at risk youth.
  • Two years of experience in academic advising/counseling, planning, designing and facilitating adult learning strategies for a diverse audience as well as using learning appropriate assessments and materials, and blended technology into instruction, assessments (surveys/questionnaires) and program evaluations.
  • Experience providing workshops or instruction.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship


Preferred Qualifications:

  • Master’s degree.
  • Three to five years of progressively responsible experience working with ESL students and/or teaching ESL in higher education or a similar environment including at risk youth.
  • Three years of experience in academic advising/counseling, planning, designing and facilitating adult learning strategies for a diverse audience as well as using learning appropriate assessments and materials, and blended technology into instruction, assessments (surveys/questionnaires) and program evaluations.
  • Knowledge of Second Language Acquisition, TESOL pedagogy and/or the theories and methods of academic counseling.


Salary Range: $59,448 to $77,272 annually. Initial salary placement is based on candidate experience and internal equity. New hires do not typically start beyond the mid-point of the range.
