Department Statement
The Human Resources Department seeks to provide leadership and expertise on human resource issues by serving as internal consultants to University employees. It is the goal of the Human Resources Department to develop and support a diverse workforce; to attract and retain quality employees; to facilitate open, two-way communications between supervisory and staff personnel; to develop and maintain a climate of mutual trust, confidence and sensitivity to the needs of our employees and the University; and to build and enhance motivation, a spirit of cooperation and job satisfaction. Primarily responsible for the effective execution of staff position talent acquisition activities. This incorporates accountability for managing end-to-end recruitment and selection, including, but not limited to:
• Creating job requisitions/postings in ATS
• Developing diverse, qualified candidate pipelines for all staff roles (both exempt and non- exempt)
• Identify sourcing options most applicable to each respective search, such as job boards, associations, social media, etc.
• Partnering with hiring manager/search chair to ensure a solid understanding of the skillsets/requirements needed for the positions being posted
• Conducting phone screens
• Developing interview questions that reflect each position’s requirements, when needed
• Establishing candidate evaluation criteria
• Using an ATS and dedicated shared drives (when applicable) to maintain accurate search documentation, track recruitment efforts, manage applicant flow, and conduct other recruitment/selection activities
• Providing guidance to search committees on compliant and inclusive search practices and system utilization
• Utilizing social media, associations, job posting boards, career/job fair events, professional networks, employment agencies and other creative sourcing strategies to broaden and diversify candidate pools
• Maintaining recruitment documentation, such as interview notes, reference checks, evaluation criteria, and background checks, in accordance with federal, state and university retention requirements
• Extending job offers and conducting background checks

In addition, this role maintains responsibility for:
• Managing the recruitment email account; responding to inquiries/comments from candidates, potential applicants, members of the Colgate community, etc.
• Assisting in the development and implementation of effective, efficient and compliant recruiting policies and processes
• Fostering long-term relationships with past applicants and potential candidates
• Generally ensuring recruitment activities are consistently performing to stakeholder expectations
• Developing and implementing selection techniques across the University that consistently result in high quality hires
• Assisting with the development of effective HR communication programs in support of recruiting and other HR initiatives
• Providing direction to and communicating with members of the Colgate community related to recruitment activities
• Providing support in the collection and analysis of recruitment-related data, including data associated with affirmative action plan reporting needs/requirements
• Conducting training related to behavioral interviewing techniques, legal issues involved in interviewing, bias in the interview process, and on utilization of interview question responses when evaluating a candidate’s potential for successful performance against expectations
• Supporting DE&I initiatives and objectives related (but not limited) to efforts associated with attracting diverse talent and recruitment/selection policies and practices
• Ensuring compliance with federal and state laws/regulations pertaining to recruitment and selection

The position requires working on HR initiatives and projects that may be outside the scope of accountabilities. Professional Experience/ Qualifications
- 3-5 years of directly related comparable experience required
- Demonstrated ability to maintain careful attention to detail in a fast-paced, dynamic environment is critical to this role
- Strong organizational skills are required
- Ability to take initiative and identify solutions to problems
- Demonstrated ability to build strong relationships and networks within and outside of the university/organization
- Proficiency with MSOffice Word and Excel required; familiarity with Google Docs/Sheets helpful
- Ability to demonstrate high degree of integrity and manage and maintain confidentiality
- Ability to work with a sense of urgency to meet deadlines and address competing priorities
- Outstanding written, listening and verbal communication skills
- Demonstrated ability to effectively problem solve and make decisions using sound judgment
- Demonstrated customer-oriented mindset
- Must be capable of working collegially with a diverse group of students, faculty, staff, visitors and business associates on a daily basis
- Experience working with applicant tracking systems/software
- Basic Knowledge of legal principles and regulations impacting recruitment and selection Preferred Qualifications
- Experience with sourcing diverse candidates by utilizing various sourcing methods in LinkedIn Recruiter, Indeed, job boards, ATS systems and through social media
- Familiarity with federal and state employment function laws, regulations and policies is helpful, specifically those relating to the EEOC and FCRA n
- General knowledge of human resources operations is strongly preferred
- Understanding of full life-cycle recruitment is beneficial
- Knowledge of effective selection methods including behavioral interviewing, qualifying and selection skills
- Knowledge and understanding of EEO and Affirmative Action policies and procedures, as well as employment functions and human resources regulations and laws is beneficial
- Recruiting experience, with diversity focused initiatives is a plus
- In-house recruitment and staffing agency experience will be considered Education
A minimum of an Associate’s Degree in combination with 3-5 years of relevant work experience in human resources or a similar function is required.
