Job Summary

We are encouraging applications for an Export Control Analyst II to join our team at the University of Colorado Boulder! The Export Control Analyst II, under supervision, assists the Research & Innovation Office (RIO) with institutional compliance of international trade compliance laws and regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and the Office of Foreign Assets Control (OFAC) Regulations and Sanctions. This position supports the operational, administrative, communication, and record-keeping functions of the Office of Export Controls (OEC). This position requires intermediate knowledge of U.S. Import/export control laws, regulations, and sanctions.

What Your Key Responsibilities Will Be

Export Controls Compliance
  • Perform intermediate regulatory research on issues related to export controls and issue guidance on the day-to-day operation and implementation of the University's export control compliance program.
  • Perform intermediate-level assessment, documentation, and issuance of export control guidance related to:
  1. international agreements;
  2. international travel;
  3. foreign gifts and donations;
  4. sponsored programs proposals, awards, and sub-recipient agreements
  5. international shipping, including managing relationships with customs brokers and other commercial carriers
  6. international and visiting scholar appointments
  7. financial and sanctions compliance
  8. technology transfer
  9. Self Classification of USML/ECCN items and defense articles;
  10. technology control plans and other security plans and monitor compliance with such plans;
  11. export license applications for international exports and deemed-exports.
  • Input data into export control databases including:
    • regulatory compliance guidance
    • training
    • export assessments
    • prior US. Government approvals
    • identify the inventory of equipment on campus which might trigger export control compliance obligations.
  • Provide subject matter expertise on University policy and procedures related to export controls and assists in training junior personnel.
  • Assist to implement institutional-wide export control policies and procedures and document procedures in the Export Compliance Management Plan (ECMP).
  • Support the International Student and Scholar Services (ISSS) for international and visiting scholar appointments and other visa assessments, including restricted party screening of applicants, collaborators, and funding sources. Manage and input information into visa and red-flag databases.
  • Support the Office of Conflicts of Interest and Commitments by performing foreign influence assessments of international activities related to research and non-research-related activities. Identify licensing or notification of compliance requirements for certain international activities.
  • Draft and implement compliance protocols under supervision on export-controlled sponsored programs, and other activities requiring export compliance. This task includes: the identification of restrictions applicable to university activities, verifying participant foreign person status, determining licensing requirements, assisting in the creation of Technology Control Plans (TCPs) or other security protocols; assist in acquiring the information required to process export licenses, drafting exemption certificates; recordkeeping, conducting compliance monitoring and assisting in acquiring prepublication approval of restricted research results.
  • Review agreements and suggest contractual language modifications to those related to international trade compliance, including Memoranda of Understanding (MOU), Sole Source, Non-disclosure Agreement (NDA), Proprietary Information Agreement (PIA), Material Transfer Agreement (MTA), and/or Confidential Disclosure Agreement, Technology Transfers and/or Patents.

Restricted, Proprietary and Classified Research
  • Contribute to self-classification research materials.
  • Perform independent Commodity Jurisdiction and Self Classification of USML/ECCN items and defense articles.
  • Assist in authoring Advisory Opinion requests, and responses to regulatory changes that affect university operations.

Other
  • Participate in Office of Export Control committee activities as assigned.
  • Perform restricted party screens and coordinate training of Visual Compliance users.
  • Independently train university staff and personnel as required, in export control protocols outlined in the ECMP.
  • Assist in providing updates of export controls regulatory requirements to CU faculty, staff and students.
  • Provide editing and proofreading support for documents and websites published by the Office of Export Controls.
  • Maintain membership in export and security-related organizations and attends annual training.
  • Perform miscellaneous job duties as assigned.

The hiring range is $45,000.00-$60,000.00.

What We Require

  • Bachelor’s degree at an accredited institution in engineering, law, or related field.
  • Knowledge or exposure of U.S. export/import laws, regulations, sanctions, and U.S. government licensing processes
  • Approximately three years of prior translatable work experience
  • Ability to acquire a US Government security clearance.
  • Be a “U.S. person” pursuant to section 120.15 of the ITAR.
