Job Description SummaryMontgomery College, located just north of Washington, D.C. in Maryland, invites nominations and applications for the position of Director of Public Health and Environmental Safety #A01110. On three campuses, at off-site locations and online, over 21,000 credit students are enrolled at Montgomery College in more than 130 programs of study. The College has a multifaceted, robust Public Safety, Health and Emergency Management Office under the Administrative & Fiscal Services Division. The Office provides and supports collegewide efforts in physical security, emergency management and public health and environmental safety. Enhancing our public safety efforts for a more robust and comprehensive program, this position plays a leadership role in the College’s many staff and student success efforts.

Under supervision and/or direction, the incumbent is responsible for managing the occupational and environmental safety of the entire college community, including students, faculty, staff, and visitors of campuses and service locations. Ensures compliance with federal, state, and local laws, regulations and requirements. Develops, implements, and manages plans for responding to routine and non-routine issues/emergencies.

Contacts include Public Safety & Emergency Management (PHES), Facilities, Human Resources and Strategic Talent Management, Compliance, leadership, project teams and staff in leading and coordinating health and environmental safety programs and initiatives.

Overall Essential Functions:

• Directs the overall operations of the PHES department; establishes
performance standards and sets goals for unit.
• Serves as the College’s primary subject matter expert on public health.
• Develops programs, initiatives and metrics to monitor and assess
effectiveness and ensure compliance.
• Develops audit and inspection programs.
• Directs the College’s response to public health crises.
• Provides strategic insights and support to all safety, incident, crisis and threat
management committees, initiatives and activities.
• Remains current on market trends, legal and regulatory changes, and the
impact on the College’s strategic objectives.
• Partners with internal stakeholders to develop recommendations and obtain
approval of proposed initiatives.
• Plans and implements changes to ensure programs and processes are
compliant, consistent, leading-edge and align with the College’s strategic plan.
• Serves as primary liaison with local, state and federal agencies on
occupational health and environmental matters.
• Develops and presents public health related educational programs and
training for faculty, staff, and students.
• Recruits, hires, trains, coaches, and evaluates a team of occupational and
environmental safety specialists, and other unit staff.
• Performs other duties as assigned.

Job Description

Required Qualifications:

  • Bachelor’s degree in Public Health, Occupational Health, Environmental Management, or other related field, and/or any combination of education, training, and experience providing understanding of the field and the ability to perform the essential duties of the job.
  • Minimum of five years of experience in public health or environmental safety.
  • Experience supervising or managing staff.
  • Knowledge of the laws and regulations, and standards, concepts, practices and procedures related to the public health and/or environmental health and safety fields.
  • Ability to develop and maintain a thorough knowledge of College policies and procedures, operations, functions and services; principles, practices, methods.
  • Skill in: the use of information technology systems and software applications; effective communications, including interpersonal relations; making presentations.
  • Ability to: ensure and advocate for quality instruction and services and, work with and supervise a diverse staff, student body, and constituencies.
  • Excellent leadership skills to lead, instruct, train, guide and motivate others.
  • Effective verbal and written communication skills.
  • Effective planning and organization skills to successfully accomplish goals and objectives.
  • Strong research, analytical and problem-solving skills.
  • Ability to establish priorities and quickly adapt to changes in direction.
  • Ability to identify, develop and implement short/long-term strategic goals and objectives.
  • Ability to work independently and with multiple teams.
  • Ability to compile and analyze data; present findings and make recommendations.
  • Ability to clearly communicate complex technical information to a non- technical audience.
  • Ability to collaborate effectively and develop positive working relationships with all levels of management and staff.
  • Eligible applicants must currently be authorized to work in the United States and not require an employer visa sponsorship.


Preferred Qualifications :

  • Master’s degree in Public Health or related field preferred.
  • Experience in higher education preferred.


Salary Range: $89,856 to $123,552 (annually). Initial salary placement is based on candidate experience and internal equity. New hires do not typically start beyond the mid-point of the range.
