University Regulations (policies, rules, guidelines, procedures) impact the entire University: main campus and health sciences, HR and Academic Senate, students and employees, and small units (e.g., programs) and large units (e.g., colleges). The Director of the University Policy Office (UPO) has a comprehensive understanding of the Regulations Library, including how multiple regulations interact in all of these contexts, as well as how the Regulations Library intersects with State and Federal laws and regulations. The UPO Director draws on this comprehensive understanding in order to help draft and revise regulations; to advise policy owners/officers on proposals; and to ensure regulations are consistent and clear, as well as equitable and inclusive. The UPO Director demonstrates critical thinking, creative problem solving, and exceptional organizational skills to accomplish goals efficiently and collaboratively.

The UPO Director is a key member of the University Policy Team, a collaborative group of both faculty and staff members that ensures policy is coordinated and that revisions are supported by all constituents and managed efficiently across the entire University. The Office for Faculty and the Office of General Counsel provide staff support to the UPO. The Office of General Counsel provides legal advice to the UPO.

RESPONSIBILITIES:

Essential Functions

In collaboration with the University Policy Team and the Office of General Counsel,
o Advise sponsors of new/revised regulations and provide drafting and editing support
o Advise Senate Presidency, Senate Executive Committee, and Academic Senate regarding new or revised regulation proposals and the review process (Includes attending Senate Executive Committee and Academic Senate meetings when University Regulations are on the agenda, to provide advice, context, and background)
o Advise Senate committees engaged in drafting or revising regulations
o Advise University committees, Office for Faculty, Office for Academic Affairs (Health Sciences), Colleges, Departments, Centers, Institutes, Human Resources, Student Affairs, the Office of the Vice President for Research, and other offices as needed on regulation proposals and the review process
o Identify areas of policy that need revision and reach out to policy owners to initiate the process of revision
o Ensure regulations are consistent and adhere to State and Federal regulations
o Support units when State or Federal changes require regulation adoption or revision
o Serve as ex officio, non-voting member of the Institutional Policy Committee (IPC)
o Other related tasks, as assigned

QUALIFICATIONS: Bachelor’s degree in Business Administration or related area, or equivalency; eight years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communications skills required.

Master’s degree in Business Administration, or related area preferred.
