General summary/purpose:
The Sr. HR Coordinator will provide a wide range of human resources support and consulting services to faculty, staff, supervisors and administration covering the following: recruitment and employment, compensation administration and analysis, benefit and leave administration, employee relations (including grievance resolution, disciplinary action, layoffs, termination), training and education, personnel records and payroll management, HR policy interpretation and information dissemination. Will serve as first and primary point of contact for faculty, management, and staff with regards to interpretation of human resource policies, procedures, and practices for JHU.

Note: This position is not eligible for visa sponsorship.

Specific duties & responsibilities:

Will serve as the primary point of contact for faculty, management, and staff with regards to Human Resource policies, procedures, and practices for JHU.

Responsible for answering and counseling Department of Anesthesiology and Critical Care Medicine’s (ACCM) faculty and staff on interpretation of HR policy and procedures.

Assists HR Generalist, Manager and/or Administrator in developing and disseminating departmental /divisional policies and procedures that comply with those of the University.

Responsible for coordinating initial departmental efforts related to staff that require a Leave of Absence or Family Medical Leave (FMLA).

Assist and advise managers and employees on: tax information, sick time, vacation time, holidays, leave of absence, worker’s compensation, incidents and incident reporting and follow-up, family medical leave, payroll, tuition reimbursement, flexible fringe benefits, deductions, etc.

Monitor time and attendance forms for staff via e210 system.
• Ensure accuracy and completeness
• Oversee the updating/approval of managers on e210 system
• Correct issues with time/attendance
• Monitor compliance with overtime reporting and accuracy with employee and management submissions

Responsible for coordinating the employment process in accordance with all applicable university policies and procedures.
• Advise managers on types of positions/duties etc.
• Prepare requisition for submission to Central HR who classifies job/level
• Creates job descriptions for new positions and prepares personnel requisitions for submission to Human Resources.
• Manage the creation of the position in the recruitment and SAP system (s) to include, position create, copy or maintain
• Act as the liaison for ACCM, collaborating with Central HR as it relates to personnel requisitions for the department.

Provides guidance and makes recommendations on appropriate starting salaries and promotional salaries for staff/students to ensure maintaining balance of equity.
• Work with Central HR on salary equity/recommendations for staff positions
• Approve Salary requests accordingly
• Responsible for oversight and distribution of introductory reviews from HR to supervisor.
• Update salaries/retroactive changes for faculty distribution etc.

Advises administration on matters concerning penetration of pay grades and equity of employee groups.
• Recognize/resolve issues with internal equity for staff members
• Makes internal job comparisons for equity purposes.
• Process salary changes, position maintains as needed to resolve matters of equity/pay issues

Assists with the coordination of the annual and 120- day performance review process. Uses guidelines to determine annual increases; communicates changes to staff.


Identify and resolve staff/faculty salary overpayment issues. In collaboration with the payroll Sr. HR Coordinator:
• Track overpayments/locate errors and causes
• Prepare overpayment reconciliation and letters
• Coordinate collection and repayment plan

Gathers sensitive information and consults with HR Generalist and/or HR Manager for grievances, disciplinary actions, employee relations and other personnel matters.

Minimum qualifications (mandatory):

  • Bachelor’s degree in Human Resources, Business Administration, or other related field.
  • Three years related experience in human resources required. Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Special knowledge, skills, and abilities:
• Strong consulting and negotiation skills to be able to provide appropriate counsel, advice and work in partnership with management and staff on human resources matters.
• Strong oral and written communication skills to be able to promote and communicate human resources program to the department.
• Ability to work collaboratively with others both within and outside human resources.
• Creative and resourceful to be able to handle various human resources issues and concerns effectively while maintaining confidentiality.
• Working knowledge of federal, state and local laws and regulations in human resources.
• Working knowledge of emerging trends and practices in human resources.
• On a regular and continuous basis, exercises administrative judgments and assume responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
