Position Primary Purpose and General Responsibilities

This position is responsible for the day-to-day operations of Central Virginia Care Connection for Children ( CVACCC ). This includes the fiscal management as well as personnel. This position supervises staff providing coaching, counseling and guidance to all staff so that the mission of the program is upheld. This individual works diligently to fill vacant positions. CVACCC maintains a staff of nine usually* (eight FTE, Medical Director part-time). Commitment to excellence is evident in advocating for safety, training of the employees, and ongoing communication between disciplines.

As the senior administrator for the CVACCC, this position is responsible for working closely with the CCC Program Director at VDH and the CVACCC Medical Director to strategize and implement new initiatives and program improvements; to maintain a collaborative relationship with Program Managers from the other 5 CCC centers in Virginia, to improve awareness of the program both with VCU and the region it serves; to educate both staff and patients; and to optimize all clinical processes and practices including screening and serving patients eligible for the program.

Fiscal management of this program continues to provide a challenge with limited funds and growing expenses, in this fiscal year 2020 funding remained the same as last fiscal year. This manager works closely with VDH, the Pediatrics Administrator, and the program administrative staff to assure that funding is appropriately managed. Effort has been made to project expenditures to determine adequate funding. Monthly reconciliation is done with VCU Grants and Contracting Department reports and CVACCC reports (Administrative Assistant and SUN System). CVACCC contracts with Parent to Parent of Virginia (P-to-P) and monitoring this partnership. Memorandum of Understanding PTP AND VCU Central Virginia Care Connection of Virginia ( CVACCC ) is for provision of assistance and support to parents of children and youth with special health care needs ( CYSHCN ). This position is working with the program manager P-to-P to assure that they meet their contractual requirements.

Minimum Hiring Standards

- Previous experience within the VCU and/or VCU Health System.
-Previous experience managing a team, 3+ years of experience.
-Previous experience setting team priorities and working with staff to set goals and identify growth opportunities.
-Experience with grants, tracking, grant-funding, managing grant budgets
o Experience assessing community needs utilizing health assessment information, vital statistics data, etc.
-Advanced clinical skills as well as comprehensive knowledge and experience.
- BSW degree from a Council of Social Work accredited program.
-Current Licensed Clinical Social Work ( LCSW ) in the State of Virginia.
- BSN graduate of accredited School of Nursing.
-Certification in Case Management.
-Assures CVACCC activities align with VDH / Sponsor award goals, and State and federal goals. Maintains a customer service that is compatible with core & traditional public health values. Assures program is consistent with current resources and are provided within State, Federal and District policies & guidelines. Staff are fully briefed on any programmatic amendments to policies & procedures. · Maintains close & effective working relationship with health care systems, state agencies, stakeholders, and partners. · Assures Sponsor/ VDH reporting is documented, is submitted for review prior to due date to allow adequate revision time, & consistently meets quarterly and annual submission deadlines. · Makes efficient use of assigned staff adjusting workload & location assignments equitably. Assures schedules & assignments are coordinated. Regularly reviews staff development needs.to successfully perform the work: · Considerable knowledge of objectives, principles & practices of child health and development & knowledge of federal/state laws, regulations and policies relating to child health. · Knowledge of organized behavior, supervision, interpersonal skills, & conflict management. · Ability to manage/supervise programs & staff; train & evaluate staff; develop goals/objectives and evaluate effectiveness of program. · Skills in problem-solving, priority setting, networking, long-range strategic planning, team building, organizational and conflict resolution. · Knowledge of fiscal management, budget administration and control, program budgeting, principles and practices of personnel, and information systems organizational management. · Knowledge of and ability to implement and conduct quality improvement projects · Leadership/ personnel management, program support staff development, and decision-making skills, computer literate. · Ability to work in an interdisciplinary university healthcare setting and work in a diverse environment. · Self-Motivated, Compassionate, People Oriented, Detail oriented.

Preferred Hiring Standards

- MSW degree from a Council of Social Work Education accredited program.
-Current RN Licensure in Virginia or eligible – for a nurse background.
-Previous work experience in a Child Health, particularly Case Management.
