Responsibilities:
The Hiring Compliance Officer (HCO) serves as a non-voting search committee member and technical advisor during the recruitment process. This position reports to the Assistant Director of Human Resources.

REPRESENTATIVE DUTIES:
1. Monitor the screening, interview, and selection processes and bring concerns (real or perceived) to the attention of Human Resources in a timely manner.
2. Facilitate every selection committee meeting, ensuring that compliance components are understood and adhered to, and stay privy to all discussions surrounding the recruitment.
3. Ensure that interview questions are job related and that the selection committee does not add any questions that are not job related.
4. Ensure that the selection committee keeps all conversations relating to candidates completely confidential and related directly to application materials provided.
5. Ensure that selection committee members (voting and non-voting) remain objective and unbiased in their analysis.
6. Collect and organize all selection committee documentation including orientation packets, interview notes and forms, and any other recruitment related documentation. Submit this documentation to Human Resources in a timely manner.
7. Ensure completion of the Hiring Compliance Officer Questionnaire for each selection committee.
8. Coordinate and present personnel training programs and informational presentations including selection committee training and orientation and related presentations, as required.

Public human resources administration theory, principles, and practices and their application to a variety of human resources programs and procedures, including employment and equal opportunity regulations.
Pertinent Federal, State, and local laws, codes, and regulations including pertinent provisions of the Education Code as it applies to personnel practices and procedures in community college districts.
District policies, procedures, and current educational programs.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disabled and ethnic backgrounds of community college employees and students.
Advanced oral and written communication skills.
Interpersonal skills using tact, patience, and courtesy.

MUST HAVE ABILITY TO:
Direct the activities of and provide effective leadership to selection committees.
Provide consultation, support, and technical assistance related to area of assignment.

Interpret and apply Federal, State, and local policies, laws, and regulations.
Exercise critical and independent judgment.
Conduct meetings and serve on committees as a non-voting member.
Work successfully with District faculty, administrators, and staff as well as students and community representatives.
Work with and exhibit sensitivity to and understanding of the diverse racial, ethnic, disability, gender, sexual orientation, and cultural populations of community college faculty, staff, and students.


Education and Experience:
Any combination equivalent to: a Bachelor’s Degree with a major in human resources management, business administration, public administration, or related field.

Four (4) years of increasingly responsible professional public personnel or related experience including two (2) years of supervisory and management experience.


Minimum Qualifications: (Faculty and Academic Administrator Positions Only)


Desirable Qualifications:
A Master’s degree in business administration or a related field is desirable.

Prior professional experience in an HR Leadership position (i.e. Vice President of Human Resources, Director of Human Resources, HR Manager) is preferred.


Salary
$50.00 per hour

Start Date

As soon as the successful candidate is identified and following the subsequent governing board approval.

Work Schedule:
To be determined based on the needs of the selection committee. Meetings are generally 1.5 hours and can meet 1-2 times per week. Southwestern College is participating in social distancing to help stop the spread of the COVID-19 virus. The fall and summer semester’s will be solely online. Successful candidate may be assigned to any of the campus sites (Chula Vista, Otay Mesa, National City and/or San Ysidro).
