Position Information

Vacancy Number: S-00706 Position Title: Financial Administrator Classification Title: Financial Services Analyst Department: Advanced Technologies Employment Type: Full-Time Duties and Responsibilities:

Auburn University at Montgomery is accepting applications for a Financial Administrator who will provide services to optimize financial management procedures for the department of Advanced Technologies. The Administrator will be contributing to financial planning, preparing financial reports, and implementing best practices in financial administration.

The Financial Administrator will:

Review and approve contracts, purchase orders, invoices, State Plan Amendments, Memorandums of Understanding, and other documentation at the discretion of the Chief Financial Officer. Review and investigate administrative cost reports including variances in trends and budgets.

Prepare financial presentations for internal and external use.

Prepare reports as directed by the Chief Financial Officer.

Provide project management including documentation, direction, coordination for Finance projects and for Finance participation with other Agency staff managed projects (examples: Provider cost increases, DSH Audit, Hospital model, Integrated Care Network ( ICN ) contract, Alabama Coordinated Health Network ( ACHN ) contract, Nursing Home reimbursement, Physician Teaching Facilities ( PTF ) and Physician Retention and Access Improvement Project ( PRAIP ), Medicaid Enterprise Systems ( MES ), COVID -19 response, etc.)

Communicate directly with other Medicaid divisions, Sister State Agencies, Legislative Reference Service, Executive Budget Office, Comptroller and outside parties including providers, trade associations, legislator and the public on behalf of the Chief Financial Officer.

Plan schedule and attend meetings as necessary/document tasks assigned.

Research federal and state initiatives, policies, procedures, and regulations for their impact on Medicaid so recommendations can be made to the Chief Financial Officer in light of budget constraints in a timely manner.

Review and approve contracts, purchase orders, invoices, State Plan Amendments, Memorandums of Understanding, and other documentation at the discretion of the Chief Financial Officer.

Professionalism should be evident by making positive contributions to the assigned responsibilities, assisting other teams, sharing the knowledge and ensuring goals of the Chief Financial Officer are met.

Knowledge, Skills, and Abilities:

Knowledge of Generally Accepted Accounting Procedures ( GAAP )
Knowledge of accounting regulations issued by the Governmental Accounting Standards Board ( GASB ), the Financial Accounting Standards Board ( FASB ) and other relevant state and/or federal regulations.
Knowledge of budgeting principles and practices
Knowledge of financial analysis and evaluation techniques
Knowledge of management guidelines and techniques
Analytical and problem solving
Exceptional attention to detail
Public relations skills; including the ability to speak publicly and make oral presentations
Ability to communicate effectively, clearly, concisely with others (internal and external customers, both verbally and in writing), consistently demonstrate positive/proactive customer service attitude. Consistently maintains ethical behaviors exemplary of quality public service and fair standards, inclusively.
Ability to work as an effective team member, function independently, exercise sound judgment and initiative, be flexible, maintain confidentiality, establish and maintain effective interpersonal work relationships.

Minimum Qualifications:

Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or related field and at least four to five (4-5) years of experience in financial administration or similar position.
