This position directs the overall operations of the Office of Human Resources Services. This position is responsible for the design, development, implementation, and evaluation of all personnel activities for the college’s regular faculty and instructors, non-classified staff, and classified staff. Manages effective human resource strategies and services to include employment, recruitment and selection, placement, grievances/appeals, dispute resolution, evaluations, staff and leadership development, benefits, safety, risk management, worker’s compensation, unemployment, and diversity to produce greater organization effectiveness and to support the needs and requirements of the college’s administrators and employees. Serves as the Affirmative Action Officer, ADA Compliance Officer, Title VI and VII Compliance Officer, Title IX Coordinator, and Custodian of Records for the college.

Minimum Qualifications

  • Bachelor’s degree in human resources management, human relations, organization development or related field from an accredited institution.
  • Four years of experience in managing human resources functions including supervision.
  • Direct experience in the areas of recruitment, selection, performance management, HRIS, compensation and benefits, employee relations, and training and development.

Preferred Qualifications

  • MBA, MPA, JD, MA/MS degree in human resources management, human relations, organization development or related field from an accredited institution.
  • Professional in Human Resource (PHR), Senior Professional in Human Resource (SPHR), or other professional certification from a recognized HR body.
  • Training and experience in conducting alternative dispute resolution.
  • Training and experience in conducting HR related investigations.
  • Experience in an HR office in an institution of higher education.
  • Demonstrated experience providing supervisory training and guidance.

Essential Functions 

Legal/Regulatory Compliance: Monitor recruitment, selection, promotions, wage determinations and disciplinary activities for compliance with federal and state law, State Board policy and System procedures, Colorado Department of Personnel and Administration rules and regulations, and all college procedures and guidelines.  Consult with administrators and supervisors on alternative strategies and contingency planning whenever appropriate to avoid adverse employment actions.  Oversee the college’s risk management and workers compensation program, reasonable accommodations pursuant to the American with Disabilities Act (ADA), and ensure compliance with the Family Medical Leave Act (FMLA) and other federal/state employment laws and regulations.  Serves as a member of the Behavioral Intervention Team.  Serve as the college’s Custodian of Records and is responsible for responding to records requests in compliance with the Colorado Open Records Act and Colorado Community College System policies and procedures.  Serve as the chief liaison with the Colorado Community College system office on human resources policies and practices, and as the primary contact with system legal staff on human resources legal issues.  Provide counsel to the president and other college leaders on human resources practices and legal matters. Manage the development and updating of college procedural guidelines.

Title IX Coordinator/ Behavioral Intervention Team: Responsible for development, implementation, and monitoring of meaningful efforts to comply with Title IX legislation, regulation, and case law. In broad terms, the Title IX Administrator oversees monitoring of System policy and procedure in relation to Title IX law developments; implementation of grievance procedures, including notification, investigation and disposition of complaints; provision of educational materials and training for the campus community; conducting and/or coordinating investigations of complaints received pursuant to Title IX; ensuring a fair and neutral process for all parties; and monitoring all other aspects of the college’s Title IX compliance. Act as the college’s Equal Employment Opportunity (EEO) Officer. Actively participates as a core member of the campus Behavioral Intervention Team established to promote and maintain the safety and well-being of the campus community through positive, proactive, and practical risk assessment and intervention.

Recruitment and Selection: Provide on-going design and administration oversight for the college’s online recruitment and selection system for all full-time faculty and part-time instructors, classified, and non-classified staff.  Responsible for the entire process of hiring faculty, part-time instructors, non-classified and classified staff.

Employee Relations: Represent employees’ needs, issues, concerns, and rights with the college’s administration.  Represent the administration’s positions and expectations with employees.  Conduct interventions/mediations as necessary.  Facilitate employee-administration communication forums on a regular and continuous basis. Oversee the staff recognition programs that promote contribution, collaboration, and collegiality.

Evaluation and Compensation: Administer performance management plans for all employee groups.  Consult with administrators and supervisors on strategies and action plans to increase individual employee and college performance effectiveness.  In coordination with the VPAS and Budget Officer, administer the college’s Wage and Salary Plan.  Design and implement alternative reward initiatives.  Integrate compensation plans with performance management systems.

Supervision:  Human Resource Services Staff.

Training and Professional Development: Provide on-going skills-based and fair employment practices training for supervisors. Facilitate professional development opportunities and activities for classified and non-classified staff per institutional needs and individual employee performance plans. Collaborate with the Executive Director of Diversity, Equity and Inclusion to administer comprehensive diversity and multiculturalism initiatives.

  • Ability to develop and implement methods and procedures for improving and facilitating personnel processes as well as establish and maintain effective working relationships with the college community and general public.
  • Demonstrated ability to employ analytical processes to identify and resolve problems, and plan, organize and measure human resources activities and organizational effectiveness.
  • Strong written and oral communication skills.
