Job Details
Reporting to the Vice President of Human Resources and Labor Relations, the Director, Human Resources and Employee Relations is responsible for performance management, the implementation and administration of personnel policies, practices and transactions of the College, including external regulatory compliance. Serves as a resource and advisor to management in employee relations matters.

Serves as a resource and advisor to management in employee relations matters.
ESSENTIAL RESPONSIBILITIES:
1. Provide overall leadership and support in the orientation and
development of all College employees. Develop and facilitate
workshops and make presentations as required.
2. Oversee the recruitment of new employees. Ensure recruitment
practices include efforts to identify a diverse candidate pool.
Ensure new members of screening committees are trained on the
Implicit Bias Search Committee course from Higher Education
Recruitment Consortium.
3. Manage the transition to a common review date and implementation
of Performance Management procedures from Coaching and Counseling,
Performance Review, Professional Development and Performance
Improvement Plans.
4. Ensure processes and procedures are in place and followed for
all legal and regulatory compliance issues, including but not
limited to local, state and federal laws pertaining to employment
based and education-based discrimination. Serve as Compliance
Officer and Title IX Investigator.
5. As Compliance Officer, the Director will provide direction and
services necessary to meet compliance with all state and federal
legislation and regulations; review complaints and grievances,
conduct investigations; write reports; and respond to requests for
information from DOE Office of Civil Rights, federal and/or state
Equal Employment Opportunity, Affirmative Action, and/or disability
compliance officials. Ensure employees complete mandatory
anti-discrimination training.
6. Make recommendations to the Vice President of Human Resources
and Labor Relations concerning employee disciplinary issues.
Coordinate the resolution of such matters with managers and/or
union representatives as appropriate.
7. Assume other related duties as required and/or as directed by
the Vice President of Human Resources and Labor Relations.

Qualifications - Experience:
• Documented knowledge of the principles and practices of
effective Human Resource Management.
• The ability to develop, customize and present professional
development materials.
• Understanding of applicable Federal and State Public Employee
labor laws, Title VII, ADA, Title IX, VAWA and the Clery Act,
etc.
• Effective response to the demands of a management role.
• Demonstrated expertise in project planning, development and
implementation.
• An understanding of the Diversity, Equity and Inclusion
implications of decision making.

Qualifications - Education: A Bachelor’s degree in Human Resource Management or a related field is required. A Master’s degree in an appropriate discipline is preferred. SHRMor HRCI certifications a plus. At least seven years of progressively responsible experience in Human Resource Management is required. A thorough knowledge of all applicable federal/state laws, statutes, and regulations is required. Must have strong management and communication skills. Formal training and/or experience with Title VII and EEO/AA procedures and guidelines. The ability to interact with a culturally diverse population is essential.
