General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

The Mobile Vaccine Site Manager will provide on-site and remote management of mobile vaccine clinics in Baltimore, ensuring coordination with clinical partners, mobile vaccine site contacts, Community Health Worker supervisors, and other key stakeholders as needed. The position will also work closely with VALUE Communities teams, and provide a link between clinical and non-clinical activities in Mobile Vaccine clinic delivery. The Site Manager will report to the Mobile Vaccine Team Lead. The Site Manager will be expected to establish and maintain excellent relationships with counterparts and partners and will assist with the operationalization of COVID-19 vaccine strategy.

This is a temporary position funded through February 2022. Ability to work onsite/in person with COVID program staff in Baltimore, following relevant safety protocols and procedures (social distancing, mask wearing) is required.

Specific duties & responsibilities:

  • Ensure successful operation of mobile vaccine clinics in Baltimore
  • Provide management of mobile vaccine clinics, liaise between sites hosting mobile vaccine clinics, clinical partners delivering vaccine, and non-clinical partners including community health workers and community ambassadors from VALUE Communities
  • Provide vaccine site operations and program support
  • Ensure alignment with and implementation of Mobile Vaccine Strategy, identifying challenges and reporting to Mobile Vaccine Team Lead as needed
  • Provide support to COVID-19 mobile vaccination workforce, including on-the-job mentorship and coaching as needed
  • Support routine coordination and communication between all partners engaged in Mobile Vaccine program activities
  • Oversee all vaccine site activities, with direct management of non-clinical activities including personnel scheduling, supervising CHW Supervisors, and maintaining inventory of essential items on site
  • Support Mobile Vaccine Team Lead in SOP development and QA checklists as new procedures are introduced to the vaccine program
  • Support Mobile Vaccine Team Lead with development of vaccine workplans by workstream that includes timeline, responsible party, and indicators
  • Support Logistics Coordinator, Site Scheduler, and Data Analyst to ensure successful delivery and monitoring of Mobile Vaccine clinic events
  • Implement management systems to improve coordination and track deliverables
  • Establish and run routine operations meetings with CHW Supervisors and clinical partners
  • Review and revise workplans as needed
  • Ensure reports completed and submit on time, contribute to development of reports and appropriate review process
  • Support communication needs
  • Support development of communications materials and support information sharing across workgroups and other stakeholders
  • Present and share information in COVID-19 team meetings as requested
  • Ensure teams are complying with program management requirements, standard operating procedures, and quality assurance checklists
  • Ensure knowledge management is maintained for all projects and across all workgroups
  • Ensure compliance with Jhpiego and Baltimore City policies and regulations
  • Support Mobile Vaccine Team Lead to conduct additional duties as assigned

Minimum qualifications (mandatory):

  • Advanced degree in public health, health administration, international health or a related field
  • 5 years' experience providing strategic direction and management of large health projects
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Experience working in community health or immunization, COVID-19 response preferred
  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Experience in work planning, scheduling, coordinating multiple partners and stakeholders
  • Experience developing communication products (success stories, FB posts, briefs, PowerPoint presentations) preferred
  • Excellent coordination skills, ability to work with and sustain interpersonal and professional relationships with multiple stakeholders
  • Highly motivated; good team player
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Willing to work flexible hours including evenings and weekends as needed
  • Excellent oral and written communication skills; good presentation skills
  • Experience leading teams working with community partners preferred
  • Proficiency in Microsoft Office, including Word, Excel, PPT, and other organizational tools
  • Proficient Spanish language skills preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
