General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

The Mobile Vaccine Team Lead will implement Baltimore City’s Mobile Vaccine Strategy, which aims to reach at least 50,000 Baltimorean’s with COVID-19 vaccine through mobile clinics by February, 2022. The position will lead the technical and operational implementation of the mobile vaccination and will make course corrections as needed. The position will ensure technical integrity of the mobile vaccine clinics, will liaise with clinical partners, and will provide feedback to Baltimore City Health Department senior management as well as Jhpiego leadership. The Mobile Vaccine Team Lead will work closely with VALUE Community Team Leads and leadership to ensure mobile vaccine clinics are responsive to priority population needs and coordinate locations and timing of the clinics. The position will be expected to establish and maintain excellent relationships with counterparts and partners and will assist with the operationalization of COVID-19 vaccine workforce.

This is a temporary position funded through February 2022. Ability to work onsite/in person with COVID program staff in Baltimore, following relevant safety protocols and procedures (social distancing, mask wearing) is required

Specific duties & responsibilities:

  • Support achievement of Baltimore’s COVID-19 vaccination goals and objectives, namely 80% of Baltimorean’s vaccinated by February, 2022
  • Lead the implementation of the Mobile Vaccine Strategy for Baltimore City Health Department, update and make course corrections, as needed
  • Supervise and manage Mobile Vaccine teams including Site Managers, Logistics Coordinators, Site Schedulers, Data Analysts and ensure successful delivery of mobile vaccine clinics to achieve goals and objectives
  • Identify and establish partnerships with new clinical partners to deliver mobile vaccine clinics in Baltimore; liaise with clinical partners to ensure successful delivery of mobile vaccine clinics
  • Work in partnership with VALUE Communities Team Lead to ensure mobile vaccine clinics are successfully addressing the needs of VALUE communities
  • Ensure development and successful implementation of standard operational procedures and quality assurance checklists for mobile vaccine clinics
  • Provide feedback to and coordinate with Baltimore City Health Department COVID-19 Vaccine initiative leadership
  • Provide support to COVID-19 Mobile Vaccination team workforce, including assisting with hiring, workforce management, training and personnel support
  • Support routine coordination and communication between all partners engaged in COVID-19 vaccine program activities
  • Support clinical teams delivering mobile vaccine clinics
  • Support capacity building and training of Mobile Vaccine teams
  • Support development and implementation of mobile vaccine workplans by workstream that includes timeline, responsible party, and indicators
  • Implement management systems to improve coordination and track deliverables
  • Assist with workforce capacity development
  • Establish and run routine operations meetings
  • Review and troubleshoot workplans and budgets
  • Ensure reports are completed and submitted on time, contribute to development of reports and appropriate review process
  • Support communication needs
  • Track and manage project management standards for projects
  • Support development of communications materials and support information sharing across workgroups and other stakeholders
  • Present at Jhpiego all-staff meetings and BCHD COVID-19 meetings
  • Ensure teams are complying with program management requirements and standard operating procedures
  • Ensure knowledge management is maintained for all projects and across all workgroups
  • Ensure compliance with Jhpiego and Baltimore City policies and regulations

Minimum qualifications (mandatory):

  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • Advanced clinical degree (nurse, clinical officer or medical doctor)
  • Advanced degree in public health, health administration, international health or a related field
  • 7 years'experience providing strategic direction and management of large health projects
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Experience working in community health or immunization, COVID-19 response preferred
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Demonstrated outstanding leadership, strategic thinking, organizational, and representational skills
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with multiple partners, communities, and other key stakeholders
  • Ability to coach and mentor technical staff and strong skills in facilitation, team building and coordination
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Willing to work flexible hours including evenings and weekends as needed
  • Excellent oral and written communication skills; good presentation skills
  • Experience leading teams working with community partners preferred
  • Proficiency in Microsoft Office, including Word, Excel, PPT, and other organizational tools
  • Proficient Spanish skills preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
