General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

The VALUE Communities Operations Manager will provide supervision to at least nine VALUE (Vaccine Access and Acceptance Lies in Unity and Equity) Communities Leads for the successful delivery of mobile vaccine clinics that aim to reach specific populations within Baltimore. The VALUES Communities Team aims to ensure equitable COVID-19 vaccine distribution across Baltimore, increasing access to and acceptance of the COVID-19 vaccine to support the goal of 80% of Baltimoreans vaccinated by February, 2022. The Operations Manager will act as a liaison between the VALUE Communities Leads and the Mobile Vaccine team, and will coordinate the delivery of mobile vaccine clinics with clinical and pharmacy partners, senior housing and assisted living facilities, homeless shelters and organizations supporting people who experience homelessness, disabilities, and other Baltimore City partners supporting COVID-19 vaccine distribution to VALUE Communities populations. Under the supervision of Jhpiego and the Baltimore City Health Department, the VALUE Communities Operations Manager will provide overall program management, operational, and coordinating support to the VALUE Communities team, and is expected to establish and maintain excellent relationships with counterparts, community members, and other stakeholders in the COVID-19 response in Baltimore City. This position will assist with the implementation of mobile COVID-19 vaccine clinics for VALUE communities, focused initially on older adult and homeless populations and rolling out to other populations as vaccine eligibility criteria expands.

This is a temporary position funded through February 2022. Ability to work onsite/in person with COVID program staff in Baltimore, following relevant safety protocols and procedures (social distancing, mask wearing) is required

Specific duties & responsibilities:

  • Lead the operations and program management of VALUE Communities workgroups to ensure the successful delivery of strategies to reach these groups with COVID-19 vaccine
  • Develop and implement organizational management structure and systems for monitoring progress toward objectives of VALUE Communities regarding COVID-19 vaccine uptake and acceptance
  • Develop and implement workplans, budgets, and operational standard operating procedures for the successful implementation of strategies to serve VALUE Communities '
  • Coordinate with the Mobile Vaccine Team, clinical and pharmacy partners, and other key stakeholders to ensure the successful delivery of mobile vaccination clinics to reach VALUE Communities
  • Ensure the expressed needs of VALUE Communities are integrated into the operations of the mobile vaccination clinics
  • Support routine coordination and communication between partners engaged in supporting VALUES Communities with COVID-19 vaccination program activities
  • Support the development and implementation of VALUE Communities strategy and workplans that include timeline, responsible party, and indicators
  • Work alongside the Mobile Vaccine Team Lead to identify and develop standard operating procedures and quality assurance checklists as new procedures are introduced to the vaccine program related to VALUE Communities
  • Implement management systems to improve coordination and track deliverables
  • Ensure compliance with program management requirements and standard operating procedures
  • Assist with workforce capacity development as needed
    Establish and run routine operations meetings
  • Contribute to development and timely submission of progress reports
  • Support communication needs
  • Track and manage project management standards for projects as assigned
  • Support the development of communications materials and information sharing across teams, workgroups, and other stakeholders
  • Present at Jhpiego all-staff meetings and BCHD COVID-19 meetings as requested
  • Ensure knowledge management is maintained for all projects and across all workgroups

Minimum qualifications (mandatory):

  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • Advanced degree in public health, health administration, international health or a related field
  • 5 years' Program Manager experience including work planning, strategic design and budgeting
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Experience working in community health or immunization, COVID-19 response preferred
  • Excellent organizational skills, ability to manage multiple projects and workstreams at one time
  • Highly motivated; good team player
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with multiple partners, communities, and other key stakeholders
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Willing to work flexible hours including evenings and weekends as needed
  • Excellent oral and written communication skills; good presentation skills
  • Proficiency in Microsoft Office, including Word, Excel, PPT, and other organizational tools
  • Proficient Spanish skills preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
