UW Bothell has an outstanding opportunity for a Fiscal and Audit Services Manager.

The Fiscal and Audit Services Manager provides campus-wide guidance and oversight in the areas of fiscal and administrative processes, policy development, audits, fiscal compliance, and ethics. Reporting to the Director for Fiscal and Audit Services, this position is an integral member of the management team, and acts in an advisory capacity to unit heads and campus-wide units, providing financial guidance and management advice.

The Manager leads central administrative functions for the University of Washington Bothell (UW Bothell), including but not limited to the Cashier’s Office, shared services, travel, systems authorizations, billing and accounts receivable, equipment inventory and insurance, and procurement.

UW Bothell is a co-located campus with Cascadia College, and as such must continuously strive to balance the needs of both campuses in an equitable manner and enhance bi-campus relationships, in order to maintain sound co-location business practices. The Manager evaluates fiscal compliance and financial aspects of process partnerships with Cascadia College.

This position will play a key role in developing the fiscal structures, policies, and procedures to support institutional plans for UW Finance Transformation in a strategic manner; both within the central office, as shared services, and extending to all campus-wide entities, on and off-site.

RESPONSIBILITIES:
Fiscal Management & Administration:
• Develops UW Bothell policies and procedures, promotes institutional compliance and manages financial and reputational risk in accordance with policies of the UW, and other oversight bodies.
• Analyzes complex operational issues to determine their financial and operational impact on the campus and its units.
• Responds to queries from Federal, State, and local government agencies, internal and external auditors, private organizations, individuals, and the general public as necessary.
• Monitors campus-wide fiscal operations to ensure efficient, effective and compliant financial processes.

Process Improvements & Audit Services:
• Leads and participates in departmental and institutional process improvement projects to streamline service delivery, and as the campus transitions to Workday.
• Provides expertise, advice and counsel to unit heads, faculty, staff and student government on policies and procedures as set forth by the University, the State, the campus and the various Federal and non-Federal funding agencies.
• Assists the Director with coordinating audits and investigations performed by internal and external auditors, including State, Federal and foundation auditors.
• Meets with units undergoing audits or investigations to provide guidance on responding to auditor requests.

Supervision & Staff Support:
• Leads and manages Shared Services, Supplier Diversity and central fiscal administrative functions including, but not limited to the Cashier’s Office, shared services, travel, systems authorizations, billing and accounts receivable, equipment inventory and insurance, and procurement, ensuring compliance with UW policies.
• Directs and supervises 2.0 FTE classified staff members of the Fiscal and Audit Services team (a Fiscal Specialist 2 position, and a Fiscal Technician Supervisor), and student workers as needed, providing feedback, leadership, coaching, and support.
• Guides and supports the day-to-day work of staff, including hiring and onboarding new staff, setting priorities, coordinating staff workload, ongoing staff development, and performance evaluations.
• Develops backup staffing plans and cross-training for critical processes to ensure continuity of operations. Performs backup tasks as needed.

Strategic Planning:
• Works with the Director to determine the trajectory of the campus, including development and implementation of campus business models, such as the campus transition to Workday.
• Facilitates strategic thinking in business matters, including projected consequences of program-related decisions, and develops short and long-term plans in support of the department and institutional strategic goals.
• Leads emergency preparedness planning for the Incident Command System’s (1) Logistics and (2) Finance and Administration command staff roles, in accordance with ICS-100 guidelines. During an incident, provides resources and needed services, and accounts for expenditures, claims and compensation.
• Partners with the UW Seattle and UW Tacoma campuses to promote tri-campus alignment on topics including fiscal compliance, ethics and fiscal operations. Represents UW Bothell interests at University-wide meetings.
• Works with Cascadia College and other external entities to maintain sound and equitable business practices.

Financial Reporting & Analysis:
• Creates, distributes and presents technically complex financial reports in accordance with generally accepted accounting principles for institutional decision making and campus partners as needed.
• Creates, maintains and communicates metrics to highlight departmental progress towards goals and milestones. Encourages staff ideas to identify and implement operational process efficiencies.
• Monitors Fiscal and Audit Services budgets to ensure expenditures are appropriate, meet University guidelines, and do not exceed budgeted amounts.
• Supervises the biennium close process.

General & Other:
• Represents Director of Fiscal and Audit Services when Director is not available.
• Leads or serves on campus-wide committees related to financial and administrative issues, including the Administrator's Council, and Fiscal Fitness meetings which inform campus fiscal staff of changing financial, compliance and ethics matters.
• Develops, organizes and conducts training programs and presentations on various topics related to this position’s areas of expertise.
• Participates in and/or leads special projects.
• Performs other duties as required to meet the operational needs of Fiscal and Audit Services.

MINIMUM REQUIREMENTS:
• Bachelor’s Degree in Business or related field.
• At least four years of relevant work experience in process improvements, audit services, fiscal management, or administration.
• Ability to act independently and effectively, with general direction from the Director.
• Sensitivity and the ability to work within a diverse workforce and community.
• Ability to effectively handle conflict in a respectful and positive manner.
• Demonstrated desire and ability to learn new processes and technologies.
• Experience interpreting and applying policies in a regulatory environment.
• Demonstrated administrative, organizational, and problem-solving skills, and ability to manage initiatives in a rapidly changing organization.
• Strong attention to detail and consistent and timely follow-through on tasks.

Equivalent education and/or experience may substitute for minimum requirements.

DESIRED:
• Familiar with higher education policies and procedures, and applicable state and federal regulations.
• Work experience in a higher education setting.
• Staff supervision experience.
• Experience in developing and implementing new system applications.
• Audit experience.

Conditions of employment:
• Work is performed in an office setting or remotely during regular business hours.
• Occasional evening work.
