The Center for Disabilities Studies (CDS) is the largest research and public service center in the College of Education and Human Development. It promotes the inclusion of individuals with disabilities in all aspects of society. The Center accomplishes this through education, service, information dissemination, and research. The Program Manager of Spectrum Scholars program will be a part of the Transition, Education & Employment Model (TEEM) Unit within the Center. Under the limited direction of the Transition-Education-Employment Model (TEEM) Unit Director, the Program Manager leads Spectrum Scholars, a college-to-career initiative for autistic undergraduate students at the University of Delaware. The program includes person-centered coaching for undergraduate students with ASD, engagement with multiple academic departments including the College of Engineering, and training with faculty, staff and administrators across university and business settings. The Spectrum Scholars Program Manager will lead all aspects of the program by establishing, communicating, and pursuing a vision and long-term goals with the Unit Director, and developing policies and processes. The Program Manager oversees person-centered planning and coaching, curriculum development, campus/community relationships, the program budget, recruitment, and admissions, and ensures the delivery of high quality supports for all students, families, faculty and staff. The Spectrum Scholars Program Manager works closely with campus and industry partners, families, state agencies and adult service providers. The program manager also facilitates engagement with the community about the value of higher education and the importance of adapting a neurodiverse culture that values the strengths and supports challenges of autistic employees. With assistance from the Unit Director and a Research Manager, the Program Manager will help to establish a research agenda and evaluate programmatic elements in order to improve the program and further the field. The Spectrum Scholars Program Manager supervises full time professional employees, professional contract employees, and oversees the supervision of graduate and undergraduate students.

 

Major Responsibilities

  • Administer the day-to-day operations of a $750,000 per year postsecondary transition program and ensure compliance with practice standards and guidelines.
  • Oversee the hiring and supervision of all program staff, conduct regular meetings with the program team and facilitate professional development opportunities.
  • Oversee the implementation of all facets of the program including person-centered planning and coaching, curriculum development, internships, advisement, mentoring, and residential and campus life experiences.
  • Oversee marketing and recruitment for the program and maintain constructive relationships with key campus, community and corporate partners.
  • Collaborate closely with funding partners, the business community, agency staff and adult service providers on program activities and post-UD transition.
  • Support the program advisory committee.
  • Maintain the financial and reimbursement systems and processes for creating the program budget and monitoring related revenue and expenditures, as well as maintain strong relationships with funding agencies.
  • Oversee the maintenance of program-related databases.
  • Supervise preparation of reports and maintenance of records to meet all requirements of the institution and funding sources.
  • Identify and prepare related grant proposals.
  • Develop and disseminate project information at state and national conferences.
  • Coordinate long range program planning and development.
  • Oversee the development and evaluation of program policies and procedures.
  • Act as liaison to national, state, local, university, nonprofit and private agencies and organizations to build relationships that expand our influence, visibility and participation in the community.
  • Perform other job-related duties as assigned.

 

Qualifications

Essential

Master’s degree, doctorate preferred, in education, human services or related field and five years of experience supporting people with disabilities. Knowledge of postsecondary transition, autism spectrum disorders, emerging employment and/or higher education practices and person-centered processes. Experience in supervising staff. Effective interpersonal and collaborative skills, particularly with community partners, and in communication with students and families. Effective written and verbal communication skills. Experience in maintaining program budgets. Ability to make sound administrative, procedural, and policy decisions and judgments is essential.

 

Preferred

Experience in grant writing, grant management and/or the conduct of research.

 

Special Requirements:

Flexibility to work evenings and weekends as needed. Independent means of transportation for periodic travel to statewide school districts and the surrounding region.
