Job Description

Virginia Tech Transportation Institute is a dynamic and rapidly growing research institute. We are expanding our Proposal Team and we are seeking a dynamic and motivated Proposal Manager with a demonstrated proven track record. |This is a restricted A/P faculty position at Virginia Tech Transportation Institute (VTTI) that is primarily responsible for assuring the delivery of world-class business and technical volumes on behalf of the institute. The Proposal Manager will coordinate proposal development efforts while personally specializing in development of large, complex proposals. This position coordinates with the proposal team grants specialist and works in coordination with a technical writer (with assistance from others in deadline situations) to make sure that submissions are coherent, compliant, and grammatically sound. The positions reports to the Chief Finance and Administration Officer of VTTI. For large, complex proposals the Proposal Manager is responsible for working collectively with the Principal Investigator’s (PI) team to plan and implement a timetable and identify unique or unusual specifications in the proposal guidelines. Aside from working closely with the PI to facilitate the process and ensure complete responsiveness to the opportunity, the Proposal Manager is the expert in the financial element of proposal preparation for these proposals and uses input from the PI’s team to create budgets and develop cost/business volumes. The Proposal Manager is the primary interface with the Office of Sponsored Programs for these proposals, ensuring that submissions are successfully input into the relevant proposal submission system such as Cayuse 424 or Fastlane.

Required Qualifications

-Master’s degree in Business Administration, finance, or related field(s). A bachelor’s degree in Business Administration, finance, or related field(s) with significant relevant experience may be considered in lieu of an advanced degree.
-Demonstrated advanced experience and in-depth knowledge of university, federal and non-federal regulations and guidelines, cost principles, uniform administrative requirements for grants and contracts and audits of states, local governments, and non-profit organizations.
-Demonstrated experience building tools, processes and strategies, and working with a team of professionals to facilitate efficient and effective proposal development and submission, and winning results.
-Exceptional skills with Microsoft Excel and integration of Excel documents into Microsoft Word.

Preferred Qualifications

-Professional designations such as Certified Research Administrator (CRA); Certified Professional Contracts Manager (CPCM); Certified Federal Contracts Manager (CFCM) or other related professional certification.
-Demonstrated practical experience in interpretation and application of opportunity announcements and research policies and procedures including Office of Management and Budget Uniform Guidance 2 CFR 200 (specifically the sections formally known as Circulars A-21, A-110 and A-133) and the Federal Acquisition Regulations (FAR) applicable to higher education institutions.
-Experience in a university setting involving proposal development and/or grant and contract management and administration.
