Job Summary

 

The Director of the Office of Civil Rights Compliance and Accessibility is responsible for strategic leadership of institutional efforts toward civil rights compliance, access, awareness, education, and response in alignment with federal and state discrimination and harassment laws as well as related University law and policies. Oversight includes laws and policies regarding sexual misconduct and protected class discrimination and harassment.

  • Oversight of response and resolution to all reports of sexual misconduct, (including Title IX and non-Title IX), protected class discrimination and harassment, and related misconduct.
  • Identifying and addressing systemic problems relating to complaints pursuant to Title VI, Title VII, and Title IX, and ADA while working with appropriate university departments to ensure Title IX and University law and policies related to sexual misconduct are communicated to all constituencies.
  • Overseeing investigations of internal complaints associated with discrimination and sexual harassment, making efforts to mediate or respond to such complaints. In compliance with university policy and regulations, formulates the University's response to complaints filed with external agencies (EEOC, FCHR, OCR, OFCCP); works with legal counsel regarding discrimination issues.
  • Serves as and/or oversees the role of the Americans with Disabilities Act (ADA) Coordinator to ensure the University's compliance.
  • May serve as the University's Title IX Coordinator.
  • Coordination of the University's efforts to comply with statutory and regulatory requirements related to Title VI, Title VII, Title IX, Access in managing the ongoing implementation of the University's Policy on prohibited discrimination, harassment, and related misconduct.
  • Management of the University's timely response to investigation of complaints pursuant to Title VI, Title VII, and Title IX, including sexual harassment and sexual misconduct.
  • Providing leadership in guiding and supervising the staff of the Office of Investigations and Civil Rights Compliance.
  • Serves as the central point of coordination for Title IX compliance among University offices and committees with responsibilities relating to Title IX and institutional leadership on matters related to discrimination, harassment, and Title IX.
  • Assists in the development and implementation of ongoing campus-wide climate surveys to assess the university community's overall understanding of harassment and gender-based violence; identification of trends and barriers that are counterproductive to a respectful, violence-free environment; and customization of training programs to eliminate the conduct and its effects on the well-being of the campus community.
  • Oversees education and training programs on rights and responsibilities. This includes oversight of the development, implementation, and review of active efforts to educate the university community; aids with the development, review and implementation of University policies, procedures, and practices to ensure compliance with Title IX; and collaborates with University partners and administrators.
  • Provision of ongoing consultation regarding Title IX and related federal and state requirements and the University's compliance program to the President, Provost, Vice Provosts, Vice Presidents, Deans, Board of Trustees members, and others as appropriate.
  • Performs essential duties during any emergencies, such as hurricanes, storms and/or any other University emergency closing. Is expected to be available to report to work as needed during University emergency closings with appropriate notification by department administrator.
  • Serves on the Women's Studies Advisory Board.
  • Performs related duties as assigned by the Vice President for Human Resources.
  • The Compliance Liaison will have a dotted line reporting relationship to the University Chief Compliance and Privacy Officer for purposes of executing and administering FIU's compliance framework. Compliance Liaisons will support FIU's university compliance program by facilitating oversight of compliance and ethics at the unit level by aligning and leveraging the compliance framework and embedding the university-wide compliance objectives into the unit compliance plan. In addition, the Compliance Liaison responsibilities will include the following:
  • Disseminate compliance and ethics communications
  • Assist in the university-wide risk identification process and conduct unit level compliance risk assessments on an annual basis
  • Monitor the progress of compliance and ethics training at the unit level
  • Enter and track compliance policies and trainings into the compliance tracking system
  • Attend monthly Compliance Liaison meetings to:
  • Report on communication, training and monitoring progress
  • Recommend new compliance related policies and procedures
  • Provide data for benchmarking and BoT reports
  • Provide feedback and ideas to enhance program effectiveness
Minimum Qualifications
  • Bachelor's degree in a related field and eight (8) years of professional equal opportunity programs experience with experience in a management role.
