Bachelor’s degree in a related field. Five years of experience in a related field. Compliance management experience within Higher Education preferred. Operational familiarity with Texas Higher Education, Administration Code, and Texas Law preferred. Certified Public Accountant ( CPA ), Certified Internal Auditor ( CIA ), Certified Compliance, and Ethics Professional designations are desirable. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
Nature & Purpose of Position
Performs complex and highly advanced managerial work to support exposure management through the creation and management of a strong compliance, risk management, and insurance program.
Primary Responsibilities
Responsible for the assessment of potential risks to property, persons, and financial loss and determining if these risks can be mitigated through compliance reviews, monitoring, or the purchase of appropriate levels of insurance to protect Sam Houston State University from loss related to unexpected or unintended events. Coordinates the development and maintenance of an enterprise-wide compliance program. Works closely with University departments, the Texas State University System ( TSUS ) Compliance Officer, and the TSUS Office of Internal Audit to identify compliance risks while providing leadership and guidance on the development of compliance monitoring plans to mitigate identified risks. Develops and implements a compliance model that identifies potential areas of compliance risks. Makes the recommendation to avoid, reduce, share or retain the risk to best protect SHSU . Oversees the work of assigned program staff. Oversees the preparation of program management and productivity reports and studies. Ensures the effectiveness of program activities. Prepares and evaluates program budget requests. Prepares and oversees the preparation of training and operational manuals. Plans, implements, coordinates, monitors, and evaluates programs. Develops and approves schedules, priorities, and standards for achieving goals. Develops and recommends program guidelines. Oversees and conducts special and regular reviews of reported incidents, as well as normal operations. Provides guidance to employees in handling difficult or complex problems. Performs other related duties as assigned.

Knowledge of local, state, and federal laws. Ability to supervise business functions. Communicates with other university departments, personnel, and other agencies. Ability to gather, assemble, correlate, and analyze facts. Excellent written and oral communications skills. Excellent interpersonal, organizational, strategic thinking and quantitative/qualitative skills. Ability to handle confidential and sensitive matters with discretion and neutrality. Demonstrates progressively responsible experience in University operations, finance, and administration. Demonstrates professional experience in risk assessment, management and mitigation. Progressively responsible experience within Texas Higher Education. Ability to establish and maintain effective work relationships with students, faculty, staff and the community. Flexible, adaptable, customer-focused, and goal-oriented with a commitment to high standards of excellence. Attention and care is required in the performance of duties to prevent injury to self or others.
