The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.
Job Summary:
The Director will lead and advance the Bank`s Anchor Economy
Initiative. Through research and engagement, this initiative will
provide a national platform to assess the broader economic impact
of the "eds & meds" sectors, evaluate the economic and
structural challenges to these institutions, and promote a national
dialogue on the future of anchors. The director will position the
Reserve Bank as a national and System leader advancing critical
research, as well as a national policy dialogue. Working directly
with senior leaders including the Reserve Bank president, the
director will develop a comprehensive research agenda and identify
national scholars and other thought-leaders to contribute to the
agenda. The director will organize convenings with internal and
external partners to advance this policy dialogue and identify
opportunities to leverage the Bank's high priority initiatives, on
consumer finance and economic mobility, to advance with this
important work. The director will also contribute to a
communications strategy to broadly share research and resources
with the public.
Principal Duties and Responsibilities:
Program Vision & Strategic Oversight
Shapes a center of knowledge and establishes deep expertise across
the Reserve Bank, Federal Reserve System and within the industry on
issues related to the economic impact and future viability of eds
& meds. This critical initiative will explore a wide range of
topics such as: the impact that anchors have on the national and
regional economies, labor market implications of anchors, the
future of higher education, impact of student debt and healthcare
costs on consumers and communities, the evolution of healthcare
delivery systems, and more.
Demonstrates organizational agility to align activities with
Federal Reserve Bank of Philadelphia and Federal Reserve System
interests and facilitates collaboration on projects under the
established agenda.
Seeks ways to further leverage the Bank’s high priority initiatives
focused on consumer finance and economic mobility to
advance anchor economy efforts.
Ensures management and staff understand and meet financial,
productivity, quality, and impact goals. Develops overall plans
that are comprehensive, realistic, and effective in meeting
relevant Federal Reserve Bank of Philadelphia and Federal Reserve
System goals.
Research & Outreach
Develops a comprehensive research agenda that advances industry
understanding of the impact of anchors on regional economies while
positioning the Federal Reserve Bank of Philadelphia as a leader in
this area.
Recommends and manages visiting scholars who contribute to the body
of research produced under this initiative.
Edits technical and accessible papers, policy briefs, blogs, and
other publications. Recommends co-authors at the Reserve Bank to
collaborate with industry experts in identified areas. May author
select pieces of works.
Hosts periodic convenings of the visiting scholars and other
industry experts to advance the policy dialogue. Manages all
aspects of hosting these engagements, including agenda setting,
meeting facilitation, and follow-up activities.
Communications & Public Engagement
Identifies opportunities for the Reserve Bank president and other
senior leaders to speak at public forums in order to share and
advance the dialogue around issues related to anchor
economies.
Represents the Reserve Bank in external events and may serve as a
subject matter expert at internal and external convenings.
Recommends and uses other communication vehicles, such as videos,
webinars and podcasts, to better inform policy-makers and
practitioners about topic-specific data and research.
Works in collaboration with web and communications staff at the
Reserve Bank to develop a website to serve as the virtual center
for the emerging body of research and practice and leads the
ongoing enhancement of this website. Also engages with stakeholders
through social media.
Other
Actively involved in the accomplishment of other departmental and
Bank-wide initiatives as assigned.
Serves as the Bank's representative at various Federal Reserve
functions as requested.
Fulfills job duties and responsibilities in conformance with sound
safety practices.
Performs other related duties as assigned.
Education and Experience:
Master`s degree or greater in public policy, economics, city and
regional planning, or another social science discipline
required.
A minimum of 10 years of relevant leadership experience preferred,
as evidenced by an exceptional record of accomplishments.
Knowledge and Skills:
Proven thought leadership within the healthcare and/or education
sector(s)
Experience conducting or managing research to advance dialogue on
related economic issues.
Extensive experience in building relationships across diverse
stakeholder groups and creating consensus to drive action.
Strong executive presence and experience building, leading, and
inspiring cross-functional teams.
Proven ability to think and act strategically and critically while
interacting with a diverse group of stakeholders. Ability to turn
strategy into action.
Ability to meet key deadlines, manage ambiguity, address multiple,
and at times competing, priorities; and handle difficult situations
as routine.
Strong entrepreneurial skills and a self-starter who works well
with limited guidance and direction.
Excellent oral communication and written communication skills.
Strong presentation skills and strong ability to articulate issues
clearly and accurately.
Other Requirements:
Some travel within Pennsylvania, New Jersey, and Delaware required
and occasional travel outside of the Third District.
High level of proficiency in PC applications to include Bank approved software.
Ability to learn other applications and demonstrate strong automation skills.
Familiarity with Bank standard database management tools and knowledge of web based meeting management tools.
Background investigations including drug testing are required for
all new hires as a condition of employment, after the job offer is
made. Employment may not begin until the Bank accepts the
results of the background investigation.
