Position Summary:

The Local Government Program Outreach Law Educator is an integral part of the UW-Madison Division of Extension and works alongside the people of Wisconsin to improve lives and communities. Extension serves the people and communities of Wisconsin by addressing local, statewide and national issues, improving lives through research-based education, fostering partnerships and action, and facilitating positive impacts.

Our educators deliver education where people live and work on farms, in schools and communities. Extension educators also work with civic groups and local governments, write newspaper columns, conduct radio and TV programs, facilitate meetings and build coalitions to solve community problems. This is done through assessment of local, regional and statewide needs in the area of the positions programmatic emphasis and designing, delivering, and evaluating research-based educational programming and services to meet these needs.

This position is a part of the Division of Extension Community Development Institute (CDI). CDI provides educational programming to assist leaders, communities, and organizations realize their fullest potential. We work with communities to build the vitality that enhances their quality of life and enriches the lives of their residents. We educate in leadership development, organizational development, food systems, community economic development, local government education and much more. In short, the Community Development Institute plants and cultivates the seeds for thriving communities and organizations.

This dynamic positions emphasis is local government law education and the program areas include:
1) LGE Programs. This includes fact sheets, research, presentations, and LGE website update information.
a) City and Village Government officials and staff Duties and responsibilities
b) Town Governments officials and staff. Duties and responsibilities
c) County Government officials and staff . Duties and responsibilities
d) Local Government Official Ethics
e) Local Government Open Meetings Law
f) Local Government Public Records Law
g) Other Local Government Law issues as arise

2) 2021 LGE Webinar Programming
a) Assist to develop and present (as needed) for the LGE annual Webinar programming
b) Assist to develop and present (as needed) for the WTA/LGE Spring and Fall Workshops Specific work and completion dates TBD
c) Work with the planning team
d) Travel to spring and fall workshop sites (subject to COVID restrictions) and assist with set up

3) Board of Review. Annual updates and video production

4) Other duties that may be assigned

Degree and Area of Specialization:

Law degree and membership in the Wisconsin Bar, or the ability to be licensed to practice law in WI.

Minimum Years and Type of Relevant Work Experience:

Required:
1. At least 5 years of relevant local government legal experience in local government operations;
2. Demonstrated strong interpersonal and communication skills that contribute to positive and productive workplace relationships and effective partnerships;
3. Demonstrated use of problem-solving skills to successfully address complex issues;
4. Ability to communicate effectively using a variety of methods and technology;
5. Ability to effectively work with people from different cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and other aspects of human diversity
6. Experience managing multiple tasks, timelines, and schedules while maintaining high quality work;

Preferred:
1. 10 years legal experience working with or for WI local governments
2. Demonstrated skill in interpreting, utilizing, and applying evidence-based information and research findings;
3. Bilingual, especially with proficiency in both English and Spanish;
4. Understanding of the cultural, social and political history, issues and dynamics of Native American Tribal Nations;
5. Demonstrated success in developing, delivering, and evaluating educational programs for diverse audiences utilizing a variety of educational techniques, methods, and modes; and
6. Demonstrated experience developing effective partnerships or coalitions with community partners and local governments.

License or Certificate:

Membership in the Wisconsin Bar, or the ability to be licensed to practice law inWI.

Additional Information:

1. The primary accountability relationship for this position is the Local Government Education Program Program Manager for supervision, compensation and benefits and performance reviews
2. This position?s primary programming focus is statewide; however some programming will also be conducted over a regional or county geographic area.
3. Office location and programming coverage is contingent on county funding support and location may be reassigned to align with county and Extension programming priorities.
4. Expectation to make arrangements for transportation adequate to meet position responsibilities and essential job functions;
5. Work evenings or weekends as needed to meet programming needs
6. Must be able to carry educational equipment, up to 25 lbs.
