Position Summary

POSITION SUMMARY

The Payroll Manager is responsible for the accurate preparation, documentation, and timely distribution of the College’s bi-weekly payroll for over 1,600 employees via the payroll system. Reviews the computation of pay; responds to and resolves escalated inquiries regarding paychecks. Prepares statistical reports on employee pay, taxes, withholdings, etc. Possesses an understanding of the College’s payroll system to accurately pay employees in compliance with College policies, union contracts, federal and state laws and regulations such as the Internal Revenue Service ( IRS ) rules and regulations and the Fair Labor Standards Act ( FLSA ). Directs the activities of subordinate staff, manages day-to-day performance of their job and personnel actions. Works closely with the Human Resources Department to ensure efficient processing and accuracy of data.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Maintain payroll information by designing systems; directing the collection, calculation, and entering of data.
2. Coordinate and maintain the integration of the college’s timeclock system (Timeclock Plus) into the college’s Payroll/ ERP system, Workday.
3. Supervise and coordinate the processing of the college’s bi-weekly payroll and maintain related accounting records.
4. Prepare and reconcile the quarterly and annual close-out reports; prepare and submit all federal and state payroll tax reports, including quarterly tax returns and year-end W-2 reporting.
5. Develop a competent and efficient payroll staff by training and supervising employees, assigning and monitoring their tasks, and preparing employee performance evaluations.
6. Review all payroll data for consistency and accuracy (e.g.: timesheet reporting, retroactive pay calculations, etc.). Ensure compliance with wage and hour, including FLSA, DOL, IDOL and state/federal record retention requirements.
7. Collaborate cross-functionally with Human Resources department for new hire processes, terminations, pay changes, and leaves of absence.
8. Maintain an accounting of payroll remittance codes in conjunction with Human Resources as relates to accurate payroll deductions.
9. Prepare, balance, and submit all proper tax treatment, accounting, and timely disposition of withholdings, such as Federal and State taxes, deductions for benefits, retirement contributions, other savings, etc. Exercise established controls to safeguard checks and college funds. Safeguard and ensure that the confidentiality of all payroll records is maintained.
10. Review collective bargaining agreements and employment contracts for compliance and to ensure accuracy related to payroll operations.
11. Ensure proper administration of State Universities Retirement System and other retirement related payroll issues.
12. Lead cross functional teams to identify and test business processes and workflow within ERP system. Develop employee communication, training materials and web/portal content.
13. Provide assistance during the college’s year-end closing process and annual audits.
14. Perform other related duties as assigned.
