DESCRIPTION:

The departments in the Professional Studies, Library, and Workforce Education (PSLWE) division at Spokane Falls Community College (SFCC) invite your application to be our dean. SFCC is one of two accredited community colleges that comprise the Community Colleges of Spokane. Serving about 8,200 students, SFCC strives to be an educational leader and a responsive partner with the community and region to provide access to relevant programs of the highest quality. We offer a large liberal arts/transfer program (approximately 75% of total enrollment) as well as state-of-the-art professional technical programs (about 25%). GENERAL DEFINITION
The Dean of Professional Studies, Library and Workforce Education (PSLWE) works under administrative direction of the Vice President of Learning. The PSLWE division is currently comprised of the departments Allied Health Sciences, Business Management (both AAS and BAS offerings), Business Technology, and the College Library. This position is unique in that along with the typical role of a college dean, you will work with Career Technical Education programs as well as lead the College Library which is both an instructional and services department. You will therefore be involved with coordinating workforce efforts, including collaboration with student services on workforce grants, outreach to community partners, and overseeing certifications for career technical faculty across divisions, consistent with Washington State Law, Washington Administrative Code, policies of the Board of Trustees, and procedures established by the Community Colleges of Spokane (CCS) and Spokane Falls Community College (SFCC). You will be involved in accreditation efforts not only for the college but also the highly regarded Occupational Therapy Assistant, Physical Therapy Assistant, Hearing Instrument Specialist, and Orthotics and Prosthetics programs. The Career Technical programs that you will guide are Business Management and Business Technology: Administrative Assistant, Digital Marketing, Business and Technology. Regarding the College Library, you will advocate for, represent, and promote the Library internally and externally. You will also honor the library’s commitment to equity, diversity and inclusivity by aligning library services to meet the needs of diverse constituencies and support a broad range of programs.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Manage the operations of the division and the library, including but not limited to instructional oversight, personnel management, budget development and implementation, divisional and college strategic planning and educational assessment and general institutional effectiveness. *
  • Develop, submit, and manage various Workforce grants and annual allocations (e.g.: Perkins, Worker Retraining, WorkFirst, and Basic Food Employment and Training (BFET)). *
  • Act as an advisor to the Vice President of Learning concerning items affecting the division, the library, the College, and the district. *
  • Provide and encourage professional development for assigned instructors, librarians, and classified staff. *
  • Provide periodic and timely communication to the division faculty and staff updating them on important and appropriate information. *
  • Work collaboratively with community, industry, and professional partners to promote and administer the division's CTE programs. Represent SFCC at assigned community and state activities and serve on SFCC/CCS committees. *
  • Supervise (train, schedule, evaluate, discipline and respond to grievances) full/part time classified, professional exempt employees as well as full/part-time faculty, including supervising the tenure process. Adhere to the faculty Master Contract, classified bargaining agreement/rules, and all district rules and regulations ensuring efficient operations and student success at SFCC/CCS. Manage contracts and faculty workloads. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Direct and encourage the development of instructional courses and programs in the division and support their approval through college and state procedures; coordinate educational assessment and advisory committees; review and participate in changes and recommendations in courses and programs; and assist faculty in presenting changes to the Curriculum and Graduation Requirements Committee. *
  • Promote the programs, services and resources of the library and the division’s departments as valuable, vital, and growing components of the College and community while keeping abreast of current and emerging policies, procedures, and national trends and initiatives. *
  • Develop and present proposed operating budgets for the division for the instructional year to the Vice President of Learning; implement and monitor approved budgets and approve all expenditures within the division. *
  • Maintain and update all division records. Prepare the necessary reports for SFCC, CCS, the State, and accreditation studies. *
  • Work collaboratively with Spokane Community College to coordinate and administer Library and Workforce programs. *
  • Represent SFCC and the division in coordination and articulation of courses and programs with both two- and four-year institutions as well as secondary schools. *
  • Seek and apply for additional funding/grants as needed or requested; cultivate local and regional partnerships to strengthen the divisions’ programs and the College Library. *
  • Coordinate strategic planning for the division in line with the College’s strategic initiatives and goals to promote student success and equity. *
  • Serves as the Copyright Officer for SFCC and works collaboratively with the other two district Copyright Officers and the Chief Compliance Officer to fulfill copyright compliance responsibilities. This individual is responsible for distributing and posting copyright guidelines, acting as the college resource regarding copyright matters and providing information on current copyright laws. *
  • Address the physical and digital needs of the division’s departments including the Library to provide inclusive and equitable access to instruction and services. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS:

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
  • Earned master's degree from an accredited institution or international equivalent.
  • Teaching experience.
  • Effective interpersonal and professional communication skills and ability to work collaboratively with employees, faculty, students, and members of the public.  
  • Ability to coordinate multiple departments or units within assigned physical resources.
  • Knowledge of national, state, and local level educational regulations and guidelines.  
  • Ability to develop and promote new and responsive divisional instructional programs for students and constituent groups.  
  • Ability to learn and use computerized information/software relevant to the position. 
  • Demonstrable experience promoting student or learner success efforts.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals, objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.
PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
  • Earned master’s degree or higher from an accredited institution or international equivalent in one of the supervised instructional areas. 
  • Experience partnering with business and industry. 
  • Experience managing college library operations. 
  • Experience managing Workforce grants and allocation (e.g.: Perkins, Worker Retraining, WorkFirst, and BFE&T). 
  • Experience developing and/or managing BAS degree programs. 
  • Demonstrated success working with diverse populations. 
  • Experience working with Guided Pathways or other student success initiatives, such as Smart Start, accelerated learning, etc.  
  • Prior leadership or management experience, including fiscal management. 
  • Three (3) or more years of successful teaching experience in a community college or college/university. 
  • Familiarity or experience with any of the following:  curriculum development; academic advising; inclusive or culturally responsive pedagogies, alternative instructional delivery.
 

CONDITIONS/TERMS OF EMPLOYMENT:

TOTAL COMPENSATION $120,839 - $125,415.
 Total compensation is an estimate based upon adding the following amounts together:
  • Base compensation, plus
  • Current employer-paid health and related benefit contribution rates, plus
  • Median retirement fund contributions. 
  • The actual total will vary depending upon each employee's enrollment choices.

    Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa.   In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.  Prior to a new hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.  Once an applicant is chosen for an interview, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.

    CONDITIONS OF EMPLOYMENT
    • Contract 12-month position.  
    • Position is exempt from Fair Labor Standards Act (FLSA).
    • Requires local or regional travel.  If using personal vehicle proof of driver's license and car insurance required.  
    • Criminal background check required.
