General Summary/Purpose:

The Research Program Manager will work with Principal Investigator(s) to manage a program of community-engaged HIV behavioral surveillance research that measures prevalence of HIV, health and social issues, health-related behaviors and access to services among men who have sex with men, people who inject drugs, and those at increased risk of heterosexual HIV transmission in the Baltimore area. These studies are operated in partnership with the Maryland Department of Health to assess prevalence and trends in HIV, health and risk behaviors, service utilization, and related social determinants in order to inform local and national programs and policies. The ideal candidate has a high level of responsibility and independence, experience in community based behavioral data collection; is knowledgeable about HIV, LGBTQ+ health, drug use, and/or related social and health issues; and is able to interact with and effectively supervise diverse populations in a highly professional, compassionate, confident, and knowledgeable manner. The position includes a combination of administrative, program management, and scholarly activities.

Specific Duties/Responsibilities:

  • Oversee day-to-day project implementation of qualitative formative and biobehavioral survey research: planning/preparation, data collection, data analysis and communication of results, participant referrals, budgeting, and compliance with relevant protocols and confidentiality requirements
  • Oversee hiring, training, supervision, management, and evaluation of project staff
  • Monitor and manage study progress (including tracking project-related work, providing staff support, and troubleshooting and resolving problems)
  • Prepare materials for reports and manuscripts
  • Coordinate project related meetings
  • Facilitate communications internally among members of the project team (including faculty investigators and other research staff) and externally with additional project stakeholders
  • Foster relationships with community stakeholders and partners and facilitate community access to study results
  • Manage project administrative details
  • Other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
  • Develop and implement protocols, standard operating procedures, training materials, and supervise study-related activities for multiple complex studies involving community participant recruitment, data collection, HIV and STI testing, and participant referrals and resources.
  • Oversee hiring, training, supervision, and evaluation of project staff
  • Provide general management support for monitoring study progress and achieving project goals.
  • Oversee day-to-day research activities and manage operations of off-site research location, including quality assurance and oversight for field recruitment, data collection, specimen handling, referrals and linkage to care, and community outreach and engagement,
  • Ensures that operations are in accordance with project goals and objectives; resolves or manages resolution of major problems and issues as they arise.
  • Serve as a project liaison between Primary Investigator(s), CDC and health department partners, community-based organizations and other stakeholders in Baltimore
  • Supervise formative research and completion of associated reports, including qualitative data collection, coding, and analysis.
  • Supervise data collection, management and cleaning of quantitative data, as necessary, and contribute to study instruments, and quantitative data analyses, according to skill level.
  • Assist with tasks required for ethical review documentation, including ensuring data collection is in compliance with approved protocols, submission of protocol amendments, and drafting of annual progress reports.
  • Coordinate project meetings and conference calls, including scheduling, agendas, notes, and follow up on action items, participate in meetings with state, city, and local community organizations, and attend appropriate federal, state and local training.
  • Facilitate community access to study results, including drafting abstracts for submission to conferences, assisting with the development of presentations, contributing to manuscripts for peer-reviewed journals, and seeking out opportunities to further disseminate results via community mechanisms, special journal issues, dissemination lists, and following up with interested parties.
  • Support PI in maintaining and overseeing project operations budget

Minimum Qualifications:

  • Bachelor’s degree in a related field required.
  • Five (5) years related experience, Demonstrated supervisory or lead responsibilitiesrequired.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula:18 graduate degree credits (semester hours) may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college-course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications:

  • Master’s degree in a related field preferred.
  • Familiarity with quantitative and qualitative methods and analysis approaches.
  • Demonstrated applied research skills.
  • Demonstrated management experience.
  • Ability to interact sensitively, effectively, and professionally with individuals from diverse cultural, socioeconomic, educational backgrounds, and life experiences.

Special Knowledge, Skills, and Abilities:

  • Prefer certified in HIV Counseling and Testing or willingness to complete and Maryland driver’s license.
  • Experienceworking with marginalized and diverse populations. Interest or knowledge of harm reduction, social determinants, trauma-informed, and anti-oppressive approaches. Work background should include the following:
  • Demonstrated leadership and supervisory experience
  • Experience managing/coordinating outreach or community-based research studies, including staff management, IRB submissions, biobehavioral data collection, and participant resources.
  • Managing complex programs with diverse stakeholders
  • Sensitivity to the needs of a diverse work environment
  • Experience in programs designed to understand or address health disparities
  • Ability to initiate and maintain professional relationships with diverse groups
  • Advanced quantitative data skills and knowledge of non-probability sampling methods.
  • Advising and mentoring staff and students
  • Supporting the development of operating procedures, work plans, initiatives, programs or projects
  • Sharp attention to detail and capacity to deliver quality work product within the required deadline.
  • Self-starter and ability to work independently and as a member of the team.
  • Strong project management skills and ability to manage complex workload.
  • Excellent communication and analytical skills.
  • Proficiency with remote work collaborative technology (Zoom, MS Office 365, DropBox).
