Job Description:

Position Summary:

Reporting to the Executive Vice President for Compliance and Operations, the Executive Director of Human Resources (EDHR) provides leadership and strategic direction for all functions of Human Resources at Roxbury Community College. The EDHR is expected to participate at both the strategic and operational levels to develop and strengthen HR services, relationships and mission. Leading a team of HR professionals, the EDHR is responsible managing and directing all HR operations, including recruitment, union/labor relations, training and development, benefits management, salary administration and job classification, performance appraisals, workers compensation, ADA program, leave administration, records management, and personnel policy development and interpretation. The EDHR advises the executive leadership of the College in all phases of labor relations and assists in the development, administration and monitoring of all activities related to the College's EEO/Affirmative Action Plan.

Supervision Received: Reports to the Executive Vice President, Compliance and Operations

Supervision Exercised: Supervises staff of the Office of Human Resources

ESSENTIAL FUNCTIONS:

Administration:

  • Regularly review and revise Employee Handbook which includes all College HR policies and procedures.
  • Ensure college compliance with all applicable federal and state laws, rules and regulations related to human resource management.
  • Coordinates activities to ensure college's compliance with college policies, objectives and program priorities.
  • Serves as internal consultant to the College management team, supervisors and employees on personnel issues.
  • Works closely with the President and Executive Cabinet on strategic planning and policy matters related to critical personnel issues.
  • Oversees college employee recruitment and employment efforts including advertisement, the Assistant HR Director's management of search committees, and ensures compliance with all EEO/AA and HR regulations. The EDHR will have direct involvement in salary negotiations.
  • Maintain effective communication and collaboration with internal and external stakeholders, including the Board of Higher Education and other state agencies, Legal Counsel and other HR professionals.


Labor/Employee Relations:

  • Directs the administration of collective bargaining agreements and manages the employee relations grievance process for the College.
  • Assists staff and faculty on issues relating to human resources and serves as a mediator in conflict resolution.
  • Demonstrated knowledge of all federal and state labor laws, rules and regulations related to all human resource areas


Benefits and Compensation:

  • Plans and directs the processing of wage and salary adjustments in accordance with Massachusetts Department of Personnel Administration guidelines, and analyzes all pertinent issues and information regarding the impact of propose salary scales on the college's operating budget.
  • Directs and oversees the employee fringe benefits program and the management of employee resource materials, including the employee handbook, various procedure manuals and comprehensive employee orientation programming.


Employee Growth and Development:

  • Develops and implements strategies for staff development.
  • Develops and presents (or procures) training programs for staff on the issues of affirmative action, sexual harassment, customer service, performance appraisal, employee relations, and related issues to management and organizational development.
  • Responsible for overall coordination of annual review and salary process, providing information and counsel regarding performance appraisal process.


EEO/Affirmative Action:

  • Serves as Chief Affirmative Action Officer with responsibility for college reports, outreach and compliance with applicable statutes.
  • Oversee the work of the Assistant Director of HR, who serves as the Title IX Coordinator for the College.


Other appropriate duties as assigned by College executive leadership.


Requirements:

All candidates must have the legal right to work in the United States of America.

  • A Master's degree In Human Resource Management, or an appropriate field, plus 10 years of progressively responsible positions in Human Resources, Labor Relations or related field; excellent supervisory skills required.
  • Demonstrated knowledge and ability in personnel/labor relations and all functions of human resources operations, including experience in Commonwealth of Massachusetts's personnel administration or higher education administration.
  • Demonstrated excellent interpersonal skills are essential, including the ability to communicate effectively both verbally and in writing; to establish positive public relations for the department and to maintain a professional demeanor with employees, students and the public always.
  • Ability to analyze complex issues and relationships and to provide appropriate direction and counsel.
  • Demonstrated commitment and the ability to work in an urban, multicultural environment is essential.
  • Experience in administrating Affirmative Action, sexual harassment, and related policies.


ADDITIONAL DESIRED OUALITIFICATIONS:

  • Experience in public community college human resources.
  • Experience developing and managing staff development programs.
  • SPHR or PHR certification.
  • Knowledge of and experience investigating Title IX and Affirmative Action matters.
  • Experience working with the Commonwealth's HRCMS system is highly desirable.
