Program Director 1 - (STA007007)

Directs an ongoing university program to ensure that prescribed activities are carried out in accordance with its mission and/or specified objectives. Prepares short- and long-term goals and objectives.

  1. Plans, develops and administers methods, strategies and procedures for meeting program objectives; directs and oversees the daily activities of staff members.
  2. Prepares and monitors the annual budget and ensures that expenditures are within budget allocation.
  3. Directs and coordinates personally, or through subordinate personnel, activities concerned with carrying out the objectives of the program.
  4. Directs the preparation of and reviews reports and records of activities to ensure progress is being accomplished toward specified program objectives; modifies or changes methodology as required to redirect activities and attains objectives.
  5. Analyzes trends within program areas, maintaining expert awareness of program information and change needs.
  6. Formulates, implements, and maintains appropriate policies and procedures concerning program administration.
  7. Manages and administers grant for program, including meetings, communication coordination, scholarships and other operations.
  8. May prepare or participate in the preparation of proposals to obtain grants from state and federal agencies, and private foundation sponsors.
  9. Performs other job-related duties as assigned.

Preferred Qualifications:
Bachelor’s degree required in business administration/management, accounting/finances, human resources, or related field. Preferred, 7 years plus relevant work experience.


Experience with human resource tasks. Knowledge, effective communication, and organization regarding employee matters (SUSTAIN Center staff).

  • Proficient in budget management in Excel Spreadsheets
  • Familiar with electronic invoicing/accounts payable process
  • Knowledge of Oracle PeopleSoft, SAP Concur Travel, and Taleo software systems
  • Provide HR support to a multidisciplinary team

    Job Duties:
  1. Initiates the creation of cost center(s) for the SUSTAIN Center with the Division of Research (DOR) according to the terms of awarded projects (grants) and modifies cost centers according to revised award notices
  2. Reconciles the Center’s financial accounts, monitors expenditure budgets and participates in the annual budget development and review process (including Travel Cards, Procurement Cards, and Global Card Management System {GCMS})
  3. Oversees the cash handling function for the Center, inclusive of Human Subject incentive processing
  4. Evaluates expenditure transfer documents according to federal, state, and university guidelines for allowability, appropriateness, and timeliness
  5. Compiles recurring and ad hoc financial reports for the Center Director advising on the status of accounts
  6. Serves as liaison to Office of Grants and Contracts (OCG) regarding financial issues, as well as creating, analyzing, and reviewing contracts in conjunction with the Research Contracts Officer/College Research Administrator and Community Grantees
  7. Researches sponsor’s financial and administrative regulations applicable to funded projects
  8. Ensures adherence to sponsor and institutional requirements, ensure observance of federal, state, and university compliance requirements; verifies that all governmental certifications requirements are addressed
  9. Provides guidance to Center Director and Center Staff on all fiscal and administrative grant-related matters
  10. Serves as the Center’s liaison for HR-related tasks (creation of open positions in the Center, interviewing and hiring committee, employee onboarding, and training, payroll, benefits, etc.)
  11. Liaison to university’s Human Resources Department
  12. Supervise a part-time financial support staff
  13. Provide administrative support to Center’s Faculty/Principal Investigator (PI)
  14. Works well independently and as part of a multidisciplinary team to meet urgent deadlines and timelines


May supervise student interns and/or part-time employees who perform similar duties that are routine in nature.

SUSTAIN Center Description:

About the SUSTAIN Wellbeing Coordinating Center

The SUSTAIN Wellbeing COMPASS Coordinating Center exists to enhance HIV/AIDS prevention efforts by incorporating attention to the role of wellness, trauma, mental health, and substance use, and to increase HIV treatment engagement. Efforts are focused primarily in the Southern United States that has the highest rates of HIV/AIDS. The SUSTAIN Wellbeing COMPASS Coordinating Center works closely with the other two COMPASS Coordinating Centers (the COMPASS Capacity Building and Shared Knowledge Needs Coordinating Center and the COMPASS Awareness, Education and Anti-Stigma Campaign Needs Coordinating Center) to coordinate and synergize efforts, minimize redundancy, and ensure the efficient use of resources.

The work of the SUSTAIN Wellbeing COMPASS Coordinating Center will ultimately: (a) reduce new HIV infections through intensifying HIV prevention efforts in communities in the South where HIV is most heavily concentrated, and expand efforts to prevent HIV infection using a combination of effective, evidence-based approaches that tackle wellness, mental health, trauma, and substance use; and b) increase access to evidence-based, culturally-competent, individualized care, with increased treatment engagement and improved health outcomes, for people living with HIV, by taking deliberate steps to increase the capacity of HIV service organizations in the Southern states.


Qualifications :

Bachelors and 3 years experience

Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of three (3) years of directly job-related experience.
