The National Institute of Health (NIH) Office of Research Services (ORS), a federal component of the Department of Health and Human Services (DHHS), is searching for a highly qualified, established executive leader and administrator with advanced scientific credentials for the position of Associate Director for Scientific Resources (ADSR). The NIH ORS develops, administers, and delivers resources in support of research programs across the NIH, one of the world’s foremost medical research centers and the Federal focal point for medical research in the United States. The successful candidate for the ORS ADSR will lead a diverse, complex, central services organization that supports the NIH mission by providing responsive and dependable support to the NIH intramural research community operating on the main campus in Bethesda, MD and at multiple smaller campus settings across the United States. The ORS ADSR is a senior member of the ORS leadership team, reports to the NIH ORS Director, and will spearhead and coordinate activities across the NIH and among other Federal agencies.

The ORS ADSR will lead an organization of 653 federal employees and contract staff, manage a FY21 budget of $116.6M, and oversee the planning and management of such trans-NIH services and resources as radiation regulatory activities, NIH staff health, safety and wellness programs, veterinarian services, NIH library information services, and the administration of the NIH COVID-19 response for staff at sites across the nation. Additional information about the ORS Associate Director for Scientific Resources and the components of the ORS Scientific Resources can be found here: https://www.ors.od.nih.gov/OD/Pages/ad_sr.aspx. More information about the Office of Research Services can be found at https://www.ors.od.nih.gov/Pages/about.aspx.

Position Requirements:  Candidates must have an advanced degree (e.g., M.D., Ph.D., D.V.M., D.D.M., D.D.S. or equivalent degree) in a scientific discipline and a track record demonstrating leadership and executive core qualifications (leading change, leading people, building coalitions, business acumen, and results driven) that will enable them to effectively transition quickly into this demanding leadership role. The position, due to its trans-NIH portfolio and impact, requires an individual who is resilient, highly collaborative, and comfortable navigating and managing relationships across complex organizations at all levels, has  strong oral and written communication skills, thinks strategically, and can nimbly and effectively manage and build teams amidst flux and changing priorities. Top candidates must have an ability to provide strong mentorship and will be expected to create opportunities in support of a diverse workforce, possessing a record of previous accomplishments in these areas. Knowledge of Federal scientific culture, the ability to communicate effectively with scientists, and previous supervisory experience are highly desired.

The successful candidate is subject to a background investigation and public financial disclosure requirements.

Commitment to Diversity and Equal Employment Opportunity: The NIH ORS encourages the application and nomination of qualified women, minorities, and individuals with disabilities. The United States Government does not discriminate in employment on the basis of race, color, religion, sex (including pregnancy and gender identity), national origin, political affiliation, sexual orientation, marital status, disability, genetic information, age, membership in an employee organization, retaliation, parental status, military service, or other non-merit factors. The NIH ORS will provide reasonable accommodations to applicants with disabilities as appropriate. If you require reasonable accommodation during any part of the application and hiring process, please notify us in advance and the NIH will work with you to ensure your participation in the application process.

Salary/Benefits:  Salary is competitive and will be commensurate with the experience of the successful candidate, with an annual base pay maximum of $248K and, with any approved incentive, cannot exceed $300K annually. Federal relocation expenses will be provided. A full package of Federal Civil Service benefits is available, including retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent).

How to Apply: All interested applicants (including current federal employees and Commissioned Corps Officers) should visit https://www.ors.od.nih.gov/jobs/Pages/default.aspx to obtain information about the position and the ORS.  Applicants should submit, as part of the package: a full curriculum vitae; a supplemental narrative statement that addresses their qualifications for the position and a vision for the position (not to exceed two pages); a statement on their demonstrated commitment to diversity (not to exceed one page); and the names, titles, e-mail addresses, and telephone numbers of five professional references. Applications must be submitted as ONE (1) combined PDF to ORSAssociateDSR@mail.nih.gov.

The ORS ADSR search committee will begin accepting and reviewing applications starting on March 1, 2021. The announcement will stay open for 60-days, or until the position is filled. Applicants should submit their materials by May 1, 2021, but the vacancy will remain open until filled.

You may contact Dever Powell  of the NIH Office of Research Services with questions about the position or for more information about this vacancy at ORSAssociateDSR@mail.nih.gov.
