Department Statement Accountabilities

The Title IX Coordinator and Equity and Diversity Officer serves as the primary authority for overseeing the investigation and resolution of matters arising under Title IX and the University’s policies against discrimination and harassment, including responsibility for directing education and training to prevent misconduct. This senior position also plays a central role on the University’s discrimination and harassment response team. Reporting to the Chief Diversity Officer, the Title IX Coordinator and Equity and Diversity Officer will also contribute to the ongoing development and implementation of Colgate’s Plan for Diversity, Equity, and Inclusion.

Duties and Responsibilities
• Oversees and coordinates investigations, responses, and resolutions of complaints relating to reports of sexual harassment, sexual assault, and other related policy violations.
• Serves as a member of the University’s four-person discrimination and harassment response team (“DHT”).
• Working with divisional partners, coordinates and implements education and training to students and employees to promote a culture of respect and to prevent sexual misconduct and discrimination, ensuring that all members of the college community understand their responsibilities and rights under both the law and University policies.
• Documents and maintains records of complaints, University responses, and mandatory trainings.
• Oversees institutional compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act (“Title IX”), and the Violence Against Women Act Reauthorization of 2013 (“VAWA”) Violence Elimination Act (“Campus SaVE”), and other related federal and state laws. Remains current with Title IX related developments and changes and keeps abreast with current federal and state laws, regulations, and policies related to discriminatory practices.
• Works closely with the Dean of the College and Dean of the Faculty divisions, Human Resources, Campus Safety, and all other areas of the College to ensure that compliance and educational efforts cover all applicable laws relating to sexual harassment, sexual misconduct, gender and interpersonal violence, sexual assault and other such violations.
• Works with colleagues in the Office of Equity and Diversity to monitor campus climate while collaborating with senior leadership and others to identify and address systemic problems.
• Collaborates with the Legal Affairs office and University divisions units in the development of educational and training programs to ensure that employees are knowledgeable about key institutional policies and legal requirements.

Primarily responsible for the oversight and coordination of investigations, responses, and resolutions of complaints relating to reports of sexual harassment, sexual assault, bias, and other related policy violations.
Responsible for University compliance with federal Title IX regulations, development of strategies to combat sexual violence, and as part of the Discrimination and Harassment Team ( DHT ), strategies for avoiding bias incidents.

Responsible for overseeing, with the support of University counsel, the management of legal cases resulting from Title IX, harassment, bias, and related complaints.

Responsible for developing strategies for investigating complaints, and for overseeing individual investigations.

This position has been designated as a Campus Security Authority ( CSA ), in accordance with the federal statutory requirements of the Jeanne Clery Act. CSAs are required to and responsible for reporting allegations of crimes they receive from students and employees to the Campus Safety Department.

Professional Experience/ Qualifications

• Five (5) years of experience in higher education, including formal Title IX responsibilities.
• Working knowledge of applicable federal law and regulations, including the Clery Act and the Violence Against Women Reauthorization Act.
• Proven ability to provide effective and appropriate advice to all levels with the college community.
• Proven ability to investigate and analyze complaint information and draw conclusions.
• Proficiency in conflict resolution and/or mediation.
• Ability to implement and monitor administrative systems to ensure compliance with applicable regulations.
• Strong communication (verbal and written) and interpersonal skills and the ability to collaborate effectively with colleagues and students from a range of backgrounds.
• Demonstrated commitment to diversity and inclusion.
• Ability to use independent judgment and to receive and manage confidential information.
• Knowledge of state, and federal employment, civil rights, and higher education laws.
• Ability to work with outside counsel and with complex regulatory or legal documents.
• Ability to communicate complex compliance and ethics concepts to administrators, faculty, staff, and students; and adapt willingly and quickly to changing priorities and needs.

Preferred Qualifications Education

Bachelor’s degree is required.

Advanced degree is preferred. Law degree desirable but not required.
