An organization of this scale depends on a large and complex information system, and PCC is seeking a System Analyst with the skills and motivation to help make our enterprise systems and data more accessible and powerful for the staff and faculty of the College. This is a dynamic position where the project work will vary to fit the changing needs of our organization, and a successful candidate will need strong collaborative and communication skills: the ability to engage closely with a variety of users, asses their needs and challenges, and then work with a team spanning the organization to design and implement a solution.

PCC is currently in remote operations, as such such, this position will be working remotely initially (at least through the Spring term of 2021).

Candidate Profile

These qualifications, skills and abilities are critical for success in this position.
Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

  • Experience leading the work of project-based teams with emphasis on the development, testing and deployment of business solutions; the building, testing and relying integrations between business applications.
  • Experience working with an Enterprise Resource Planning (ERP) system such as Banner or other higher education ERPs within large organizations (e.g. hundreds of thousands of people records or more).
  • Proven ability to communicate effectively with technical and non-technical audiences and build strong collaborative relationships throughout the organization. This should include a history of building real engagement with users for the two-way exchange of information and strong examples of successfully working on cross-functional teams.
  • Flexibility to meet the demands of a dynamic environment, for instance, the ability to handle high priority tasks that arise while also maintaining progress on ongoing projects.
  • Ability to assess a situation - including factors such as technology considerations, stakeholder requirements - and collaborate with a team to propose a solution.
  • Willingness and ability to learn new frameworks, technologies and systems.
  • Software development experience and familiarity with best practices in coding. Knowledge of Java/Grails, Groovy, Javascript, and PL/SQL is favored.
  • Experience integrating enterprise software solutions from multiple vendors.


Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s Degree in Computer Science, Information Technology, Computer Information Systems, or a related field.
    • Relevant experience may substitute for the degree requirement on a year-for-year basis.
  • Two years of experience in program analysis and design, including one year of lead or supervisory experience.
    • Successful completion of PCC LEAD Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience.


Preferred Qualifications

  • Ability to demonstrate examples of evaluating a proposed solution with an equity lens, to consider how it might affect different sets of users in different ways.
  • Experience programming around and in support of a large established enterprise system and its existing conventions/limitations.
  • Experience working with cloud SaaS integrations, web service APIs, or data integration platforms such as Ethos or Mulesoft.
  • Experience working with build and repository automation platforms such as Git/Bitbucket, Jira, Jenkins and/or Bamboo.
  • Experience maintaining and troubleshooting large multi-server applications, particularly in the context of Solaris, Linux, and Oracle DB environments.


Position Grade J Starting Salary Expectations Minimum $64,361 to range midpoint of $78,840 Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $64361 to $93322 Annual Salary FTE 1 PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements

WORK ENVIRONMENT:

Work is generally performed in an office environment, with frequent interruptions and irregularities in the work schedule.

PHYSICAL REQUIREMENTS:

Frequent fingering, reaching, sitting, walking, standing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 50 pounds.
