General Summary/Purpose:
We are currently hiring a Sr. Research Program Coordinator to support the substantial growth of programming at SPARC. SPARC is a harm reduction program comprised of a drop-in center and mobile outreach team operating in Southwest Baltimore. SPARC provides harm reduction supplies, general case management services, hosts a number of clinical service providers (e.g., legal, healthcare, addiction management), and also serves as a communal and drop-in space for women (currently closed due to COVID-19). SPARC staff are expected to operate within the principles of harm reduction.
The outreach team is responsible for providing mobile, delivery, and pop-up services throughout South and Southwest Baltimore. This mobile service provision includes pop-up outreach and medical services; the delivery of harm reduction supplies, hygiene and food supplies; and a mobile HIV/STI testing and Hepatitis C clinic.
In addition to conducting HIV/STI prevention, harm reduction education, and distributing supplies, the outreach team leads the SPARC syringe services program, dispenses naloxone and fentanyl testing strips through our overdose response program, and offers resources and micro-counseling to further support the complex needs of our service users, many of whom experience comorbidities and chronic homelessness. Outreach activities primarily take place in Pigtown, Carrol Park, Mount Clare, and Brooklyn, but may be extended as we respond to community needs.
Specific Duties & Responsibilities:
- Oversee all aspects of Syringe Service Program (SSP) supply management including, ordering, inventory, and state law adherence regarding supply tracking.
- Maintain SSP data, as required by law, and submit monthly reports to the MDH.
- Manage data relevant to the Overdose Response Program (ORP) and submit reports to the MDH, as required by law.
- Assist in the organization and management of outreach team activities, including staff scheduling, supply procurement, and vehicle maintenance.
- Supervise casual, part-time and student staff and volunteers who engage in outreach services.
- Build rapport and relationships with community members, including sex workers, drug users, community associations, and local business owners.
- Assist in the facilitation of groups and trainings for clients and staff.
- Distribute promotional items, Naloxone, and safer injection equipment, while also providing relevant risk reduction education and counseling in a non-judgmental way.
- Engage in harm reduction-based street outreach, mobile pop-up clinics, and delivery services throughout Baltimore City during the day and at night.
- Drive the outreach vehicle and act as a team leader on outreach shifts.
- Work in the Drop-In Center, assisting with client intake, laundry and shower services, clinical services, as well as other SPARC services and activities, as needed.
- Support case management activities, as needed.
- Assist in planning and coordination of new programs, initiatives, and special events .
- Engage in regular check-ins with the Outreach Coordinator.
- Perform other tasks and duties as assigned.
Minimum Qualifications (mandatory):
- Bachelor's degree in related discipline.
- 3 years related experience, including experience conducting outreach with diverse populations including sex workers and people who use drugs.
- Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula:18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
Preferred Qualifications:
- Experience managing large data sets and compiling reports.
- Successful candidates will undergo training sessions prior to working in the community.
Technical Qualifications or Specialized Certifications:
- Proficient in Excel

- Supervises 4-6 part-time, casual and intern positions.

Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
