General summary/purpose:

Technical Officer is needed to work with the Technical Leadership and Innovations Unit and assist with the development and implementation of US COVID-19 programs, including vaccine delivery Under the supervision, and with the technical back-up of the Sr. Technical Advisor and the Director of Global Solutions and Innovations, the Technical Officer will provide technical and program support to local health department colleagues, including training and technical assistance to the Covid-19 workforce. Technical Officer will also establish and maintain excellent relationships and ensure coordination with counterparts, key stakeholders, and other project partners. This is a temporary onsite/in person position lasting a maximum of 12 months.

Responsibilities:

  • Provide technical and program support to local health department colleagues including senior management teams
  • Develop required project documents, including strategic plans, instructional guides, client handouts, frequently asked questions, and other resources as needed
  • Develop training materials for Baltimore City COVID-19 program, to include facilitator and participant guides, PPT slides, job aids, and other relevant tools
  • Develop video recorded trainings or self-paced e-learning courses to expand training rapidly
  • Adapt training materials and tools for a general audience, to be shared online with other state and local health departments, as needed and requested
  • Provide support to COVID-19 workforce, including training, capacity building, and ongoing performance support
  • Assist with tracking the delivery of training to Baltimore City COVID-19 workforce
  • Support routine coordination and communication between key stakeholders and partners engaged in COVID-19 program activities
  • Develop simple tools such as checklists for observation of clinic operations to contribute to supportive supervision
  • Track changes in policy and practice so as to proactively identify and assist in training updates and adaptations
  • Ensure donor reports completed and submit on time, contribute to development of reports and appropriate review process
  • Support communication needs
  • Assist with other programs in Jhpiego’s Technical Leadership and Innovations team as needed
  • Identify leads opportunities, provide input to program design and craft management approaches for new funding opportunities
  • Develop and manage start up workplan and check list
  • Support programs to develop quality workplans
  • Track and manage technical and quality standards for projects as assigned
  • Present at all-staff meetings, as needed and requested
  • Ensure teams are complying with donor and other technical requirements
  • Support knowledge management for all projects
  • Additional duties as assigned
  • Minimum qualifications (mandatory):

  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • Advanced degree in public health or related field
  • 3 years providing technical expertise in vaccine preventable disease / infectious disease control efforts
  • Experience working in immunization/vaccine or COVID-19 response preferred
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Experience developing training materials, including e-learning
  • Experience delivering training and providing technical assistance in US or internationally
  • Strong organizational and writing skills
  • Ability to work well as part of diverse and multi-disciplinary teams
  • Strong presentation skills
  • Proficient in Office 365
  • Fluent Spanish language skills preferred

    During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
