GENERAL STATEMENT OF DUTIES:

The Registrar reports directly to the Provost. The University Registrar manages staff within a dynamic institution that provides a liberal arts and science education and professional programs to both traditional undergraduate students, as well as graduate online and continuing education students. This position exercises considerable independent and professional judgment in the management of the Office of the Registrar.  The position requires a unique combination of strong leadership, technical, and interpersonal skills. The University Registrar must create and maintain collaborative working relationships with institutional leadership, faculty, and staff and support University programs and policies.  The University Registrar acts as a central communication resource for academic and policy information related to student records management. The University Registrar is responsible for the maintenance and integrity of the student academic record.  The University Registrar is responsible for the development, implementation and management of all activities and systems related to academic records, student registration and academic scheduling. The University Registrar will serve as a key collaborator with the Enrollment Management team, supporting the recruitment and retention goals of the university.

 DUTIES & RESPONSIBILITIES:

  1. Responsible for and oversees all operations in the registration process (record creation, course schedule building, classroom assignment, final exam scheduling, grade processing, transcript issuance, and student enrollment verification).
  2. Oversees all operations in the transfer credit process (evaluation of transcripts, transfer credit evaluations, posting of credit, processing and building of transfer credit rules in Banner)
  3. Analyzes, develops and implements federal, state, university and departmental policies, procedures, regulations and requirements as they pertain to the operation of the Office of the Registrar.
  4. Responsible for security, accuracy and integrity of all student academic records, including the development and maintenance of electronic record keeping procedures. Provides flexible, responsive and high quality customer service to students, staff, faculty and the community.
  5. Responsible for the scribing of all degree programs in the University’s degree audit system (Degree Works).
  6. Working with the Provost and Deans is responsible for evaluating, interpreting, and enforcing degree program and University policies, procedures, and strategies.
  7. Supervises, trains, coordinates, and evaluates activities of the Registrar's Office staff.
  8. Directs the activities of support staff; determines personnel decisions; supervising the selection, training and evaluation of staff.
  9. Manages the regulatory implementation (catalog) of all undergraduate and graduate proposals approved through governance each year.
  10. Enforces the provision of the Family Education Rights and Privacy Act (FERPA) and acts as the University’s chief compliance officer for FERPA.
  11. Provides leadership and develops appropriate recommendations for the implementation of related technology applications to support and enhance service.
  12. Provides technical leadership for the University’s System of Record, Banner; participates in the evaluation of a variety of 3rd party software packages that connect to and/or integrate with Banner.
  13. Responsible for the development and management of reports emanating from the Registrar's office data required by the different university stakeholders.
  14. Responsible for the development and distribution of master course schedules for both day and School of Graduate Online Continuing Education.
  15. Manages the scheduling of instructional space and the maintenance of room utilization data.
  16. Responsible for the preparation and dissemination of the final exam schedule each semester.
  17. Responsible for the management of the student registration process, including pre-registration for incoming freshmen.
  18. Participates in Commencement activities; certifies all student record documents related to degree completion and produces diplomas
  19. Assists in the development of course equivalency guides and articulation agreements.
  20. Responsible for the management of all processes and records related to student withdrawal, readmission, attendance, academic standing, substitutions, and waivers.
  21. Responsible for the oversight of issuance of transcripts to all current and former students.
  22. Interprets and implements regulations pertaining to the Veteran Education benefits programs. Manages the Veteran certification process and compliance. Serves on various University committees.
  23. Responsible for managing the budget for the Registrar's Office.
  24. Other assigned duties by the Provost and Vice President for Academic Affairs.

 QUALIFICATIONS:

  1. Master's degree in higher education or related field.
  2. Must possess thorough knowledge of higher education principles, practices and procedures related to all Registrar functions and a minimum of seven years of progressively more responsible experience in a Registrar's Office or related area.
  3. Ability to deal effectively with University faculty, students, administrators, and staff.
  4. Strong interest in being an advocate for both students and faculty through direct and indirect interaction; i.e. procedural and systems development.
  5. Proven ability to plan and organize with an employment history of working effectively with the public, administration, staff, faculty and students/learners while remaining committed to providing exceptional customer service.
  6. Extensive knowledge of and experience with integrated computerized student records and registration systems, experience with Banner preferred.
  7. Successful experience in the use of information technology to enhance operations.
  8. Extensive use of report writing software, knowledge of Crystal preferred.
  9. Experience and proven success in the supervision of staff and the management of office functions; e.g., budget, publications, master schedule, policy development, etc.
  10. Excellent communication, leadership, interpersonal, organizational skills and team-building skills.
  11. Ability to analyze problems and provide creative solutions.
  12. Ability to work with and understand issues of a diverse student population.
  13. Knowledge of and experience with online registration, student service and distance education systems.
  14. Excellent technical, analytical, and problem-solving skills.
  15. Excellent time management skills and the ability to work in a fast paced environment.

  18. Must be able to satisfactorily pass a check conducted by the Criminal History Systems Board (CORI) as well as a completed background check satisfactory to the university.
