Professional Development Manager

General Description
This role, reporting to the Senior Associate Director for CTE, is responsible for the strategic and operational leadership of the Early Childhood Professional Development function for our Early Childhood Comprehensive Assessment System projects. In this role, the ideal candidate will lead and develop the technology-enhanced professional development that support the administration of early childhood assessments and related instructional materials. Additionally, s/he will establish a vision and strategy for our early learning formative assessment tool that is aligned with existing and emerging priorities. The ideal candidate will provide consultation in the areas of early childhood education and assessment both individually and in collaboration with others on the assessment team. S/he will partner with state leaders to guide work, as well as develop and deliver high quality, engaging training in face-to-face, online, and blended formats to administrators, teachers, providers, and other individuals around the assessment initiatives.


Specific duties & responsibilities:

Professional Development Program Management (40%)

  • Establish a vision and strategy for expanding the use of the assessment (particularly the early learning assessment tool) that is aligned with the larger strategy for the division and translate that into action plans
  • Continually review the team’s professional development curriculum and other learning opportunities and improve the learning program for new needs
  • Develop presentations, engaging video scripts, and teaching resources to support the needs of the projects. Identify and manage external resources (consultants)
  • Monitor the professional development budget

Project and Portfolio Management:

  • Apply skills and tools to effectively plan and execute projects
  • Achieve specific deliverables for each project that support identified organizational objectives
  • Manage the overall portfolio of projects by prioritizing work, allocating resources, and managing progress
  • Communicate progress with the assessment team

Professional Development Design, Delivery, and Evaluation (40%)

  • Design learning solutions via all types of modalities that are engaging and build capabilities
  • In collaboration with the assessment team, assesses the right solution for the need, timing, and partner requests, is appropriate for the stakeholder needs and budget, and provides exceptional stakeholder learning experiences
  • Incorporate contemporary learning theory and methodologies into all learning experiences
  • Manage learning content and documentation.

Delivery and Facilitation:

  • Oversee the delivery of formal and informal learning solutions including face-to-face training and webinars
  • Build a cadre of effective internal and external trainers through skill building, feedback, and coaching
  • Support learning communities by coaching designated leaders, assisting with organization and planning, and facilitating sessions, as needed
  • Leverage learning management system and appropriate delivery technologies to address specific learning needs and administer the learning program.
  • Professional Development Evaluation and Improvement:
  • For specific audience groups, develop surveys and other evaluation strategies, analyze and synthesize data, prepare and review evaluation reports, consider customer and stakeholder needs, identify and evaluate possible solutions, and implement them
  • Manage change and evaluate results
  • Supervision of up to 10 staff, including external training consultants
  • Supervise a team of individuals that will be responsible for developing and delivering training to teachers and school administrators

Collaboration with External Partners (20%)

  • Engage in meetings and planning with State partners for planning, ongoing communication, and consultation around the professional development activities


Minimum qualifications (mandatory):

  • Bachelors’ Degree
  • Five (5) years of related experience in professional development in an academic environment and business development

Preferred qualifications:

  • Master’s degree or Doctoral degree in early childhood education, curriculum and instruction, learning and teaching, teacher education, or a related field preferred

Special knowledge, skills, and abilities:

  • Demonstrated expertise in professional development approaches, theories, and strategies for teachers, families, and caregivers of young children
  • Demonstrated excellence in developing and delivering high quality PD experiences
  • Evidence of at least five years of experience with early child care, preschool, and/or kindergarten, with supervisory experience preferred
  • Evidence of leadership and professional service in early childhood education
  • Demonstrated experience in developing content such as presentations, activities, articles, etc. for educators
  • Ability to train adult learners in a face-to-face setting using a variety of engaging instructional strategies and activities
  • Supervisory experience
  • High comfort level with instructional technology
  • Experience with online learning and collaborative online learning communities preferred
  • Awareness and preferable experience in understanding and meeting the needs of all learners and their staff and caregivers; including children with special needs, children living in poverty, and children from diverse cultures and backgrounds
  • Excellent presentation and communication skills
