Primary Purpose of Organizational Unit

The Budget Office supports the Division of Business Affairs and the University’s mission by providing budgetary support to the entire University while maintaining and monitoring budgets to ensure there are sufficient funds from both public and private sources to support the continuing development of students, faculty, and staff. This office seeks to maintain fiscal integrity through development, review, revision, and control. The Budget Office is responsible for planning, organizing, directing, supervising, and administering all budgeting functions related to the operation of UNCW . Through ongoing planning and assessment of services, the Budget Office seeks to adapt to environmental change. Reporting is provided to all departments and divisions of the University, the Office of State Budget and Management, and to the System Office. The Budget Office is required to maintain the budgetary data in the Banner ERP system (position control in HR module and budget in Finance module), the North Carolina Accounting System ( NCAS ), the North Carolina Integrated Budget System ( IBIS ), and the North Carolina DataMart for personnel budgets. The Budget Office is responsible for the consolidation and maintenance of University budget records in order to provide accurate and complete budget and financial data to University management, State, and Federal agencies.

Brief Summary of Work for this Position

This position serves as the Assistant Director of Budget. The primary responsibilities within the Budget Office are the overall management and execution of operations in the office. This position directly manages the lead position control budget analyst, the lead operational budget analyst, and the senior budget analyst. This position has oversight responsibility for the internal and external month-end close process, all GA/ OSBM data requests, trust and auxiliary budget development and maintenance, system maintenance coordination as it impacts the Budget & Financial Analytics Offices, and overall process improvement. This position will serve in any capacity necessary during the major university budget cycles – campus initiated tuition increase process, student fee increase process, trust/auxiliary budget development process, mid-year review process, enrollment growth process, biennial budget development, internal annual allocation process, and any compensation change processes. This position must be able to communicate financial data, analysis and information effectively to non-financial staff and leadership.

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment with 12 credit hours of accounting coursework and three years of progressive accounting experience, one of which must have been supervisory in nature; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

Preferred education, professional skills and experience

Ability to detect trends in financial data and determine the cause and effect of scenarios

Ability to identify risks associated with financial transactions

Keep data in understandable ways

Experience working with Banner., NCAS and IBIS

Extensive analytics and reconciliation experience using tools like SSRS, Access, etc.

Four years experience working in a financially complex organization is strongly desired

Excellent presentation skills

CPA is preferred
