General Description
Under the direction of the Dean, Career and Technical Education and
Workforce Development, the Career Technical Education (CTE)
Research Analyst/Grant Specialist will provide data analysis and
research services for College of the Sequoias (COS) CTE programs
and various grant initiatives to support student success. This
individual will coordinate jointly with the college's Dean,
Research, Planning and Institutional Effectiveness, and the Dean of
Technology Services to provide data collection, reporting,
analysis, and grant support in the college's continuous focus on
data-informed decision-making. This position is funded by
California's Strong Workforce and Adult Education grant programs
and is assigned to the Tulare College Center, but will provide
support to faculty and staff in Tulare, Visalia and Hanford. In
addition to research and analysis functions, the position is also
responsible for CTE grant budgeting, accounting, and reporting.
Assists in grant writing.
This position is assigned to the Tulare College Center,
Full-Time 12-months. Initial placement is at
$75,984.

Job Duties
Job duties of the CTE Research Analyst/Grant Specialist
include:
Independently plans designs, coordinates, implements, monitors,
and disseminates research, assessment, and evaluation studies/data
reports in support of the District's decision-making, planning
activities, program review, outcomes and assessment cycle,
enrollment management, grant requirements, mandated reporting
requirements, accreditation needs, ad-hoc requests, and other
measures of institutional effectiveness.
Conducts research, assessment, and evaluation studies connected
with student equity, basic skills, persistence, retention,
completion, transfer, and other student success outcomes.
Coordinates closely with faculty, the CTE Dean, CTE support
personnel, and the COS Transfer and Career Center to develop
post-graduate employment and transfer information collection
strategies.
Implements research, assessment, and evaluation studies,
including coordinating analyses and tabulation of results.
Evaluates data using a variety of software applications for data
analysis, data management, spreadsheet, presentation, graphics, and
word processing used in social science research (such as Survey
Monkey, SPSS, Tableau, and Microsoft Word, Excel, Access, Outlook,
and PowerPoint).
May conduct research, assessment, and evaluation studies for
other instructional and non-instructional programs and services, as
needed.
Creates, updates, and maintains informational and
publicity-oriented publications/ documents including COS and CTE
Fact Books, Fact Sheets and Guidebooks.
Coordinates with external agencies and organizations including,
but not limited to the Integrated Postsecondary Education Data
System (IPEDS), California Partnership for Achieving Student
Success (Cal-PASS), the National Student Clearinghouse, the Tulare
County Office of Education, regional Strong Workforce and Adult
Education organizations, and the California Community College
Chancellor's Office to complete student tracking and outcome
analyses and meet reporting requirements.
Researches and identifies sources of data for assigned
projects. Gathers, compiles, verifies, analyzes, and correlates
information and presents data in graphic, tabular, written, and
oral forms.
Communicates with appropriate internal and external users in
compilation, analysis, and interpretation of data.
Provides technical support regarding research design, survey
development, and test validation.
Responds to data/research requests or questions for information
regarding research-related activities.
Budgets, accounts, and reports on CTE grants, including but not
limited to Strong Workforce, the Adult Education Program, and
Perkins. Assists in grant writing.
Assists with the training of employees and/or assistants.
Identifies, extracts, and analyzes a variety of requested data
from Banner, the COS Data Warehouse, the COS Extended Information
System (EIS), Argos, TracDat, the Chancellor's Office NOVA and
DataMart systems, the statewide CTE Outcomes Survey, the CalPass
Plus Launchboard, and state/national/federal online data sources
(such as the state Economic Development Division, the state
Department of Finance, the US Census Bureau, the American Community
Survey, the federal Bureau of Labor Statistics, and the federal
Department of Labor), Supports the District's efforts to ensure
data integrity.
Administers previously developed survey
instruments/questionnaires through online, telephone, and text
methods, Scantron, and other methodologies. Develops new survey
instruments/questionnaires as needed. Gathers, analyzes,
distributes, and presents the results to various internal and
external audiences.
Compiles and reports the results of Student Evaluations
regarding Faculty Instruction.
Collects, compiles, and secures confidential records and
reports.
Updates and maintains information on the District's
Institutional Research (IR) Calendar for the Office of Research,
Planning and Institutional Effectiveness.
Creates and maintains logs and documentation for generated
data.
Participates in and serves on
committees/workgroups/taskforces.
Attends meetings, workshops, and conferences as assigned.
Performs data support duties related to the Office of Research,
Planning & Institutional Effectiveness, the Office of the
President, and multiple COS academic, administrative, and student
support departments, divisions, and offices.
Will utilize multiple software platforms in performing the
required duties of the position.
Conducts special projects and perform other related duties as
assigned/required.
Qualifications
Minimum Qualifications (Education
& Experience):
Any combination equivalent to:
Bachelor's degree from an accredited college or university with
major course work in business administration, economics, sociology,
statistics, educational psychology, education research, computer
sciences, management information systems, engineering, information
technology or a related field. and
Two years of increasingly responsible experience in the
collection, analysis, reporting, and presentation of research,
assessment, and evaluation data.
Demonstrated sensitivity to, and understanding of, the diverse
academic, social, economic, cultural, disability, and ethnic
backgrounds of college students, staff, and the community.
Knowledge of K-12 school systems and post-secondary academic
institutions.
Desirable Qualifications:
Experience with CTE program pathways, Adult Education, and
industry sectors is highly desirable.
Knowledge of Tableau is highly desirable.

Gather, validate, and interpret data from a wide variety of
sources, including literature and online/Internet searches.
