The University of Maryland seeks an experienced Proposal Development Manager (PDM) to join its Research Development Office team. The PDM will work under the direction of the Senior Proposal Development Manager, in coordination with the Associate Vice President for Research Development, to facilitate and execute the scientific and administrative development of complex, visible, and signature research and fellowship proposals from ideation to submission. The incumbent will work closely with principal and co-investigators, department and college leadership teams and business offices, relevant stakeholders in the Division of Research and the Graduate School, and other groups in: coordinating and preparing proposals; assessing project fit and refining responsiveness of the proposal; conducting select outreach to external stakeholders, team members, and sponsors; and providing specialized services to enhance the competitiveness of the submission.

The PDM’s duties will include, but are not limited to, the following types of funding opportunities:
Large-scale, multi-disciplinary, multi-institutional research projects and center-level proposals

Signature, defining research opportunities for the University, College/School, Center, or Department

Nationally prominent agency/foundation single-PI opportunities that would be catalytic for the investigator’s career advancement

Applications to competitive graduate fellowship opportunities.

Applications to foundation, corporate, and government sponsors with which the University of Maryland desires to create or enhance long-term, strategic research partnerships


Minimum Qualifications:
Education:
Master’s degree in relevant scientific or research intensive discipline (e.g., engineering, natural or applied sciences, communication, etc.).
With a minimum of (5) five years of relevant proposal development experience in the public or private sectors. Excellent writing and communications skills.
OR
Bachelor’s degree in relevant scientific or research intensive discipline (e.g., engineering, natural or applied sciences, communication, etc.) with two years’ graduate work (i.e., completion of qualifying examinations or research component). With a minimum of (7) seven years of proposal development experience in the public or private sectors.

Experience:
Experience in writing, editing, and managing large collaborative research proposal efforts, such as grant proposals or federal procurement; working in an engineering, science or technology research-related organization; project management and supervisory principles and practices; working within and leading
a team; problem solving and conflict resolution; managing multiple, diverse projects and meeting deadlines; organizing presentations; establishing and maintaining effective working relationships.
Intermediate to advanced user of Microsoft Office products (e.g., Word, PowerPoint, and Excel).

Knowledge Skills and Abilities:
Knowledge of a diversity of state and federal funding agencies and policies, including rules and regulations pertaining to research activities; experience navigating and using federal proposal systems
(such as grants.gov, fedbizopps.gov, NSpires, NSF Fastlane, NIH Commons); business development principles.
Ability to work with teams of faculty, research engineers/scientists and staff with diverse work styles.
Adept at building strong relationships with principal investigators and delivering client-focused solutions.
Good time management skills with the ability to independently multi-task in the simultaneous development of two or more proposals in a complex and dynamic environment.
Effective communicator both in writing and verbally.
Ability to use independent judgment to make and implement decisions that impact proposal competitiveness.
Ability to identify the best approach to reach different audiences and to reframe communications based on that understanding.
Ability to learn about a new discipline rapidly and infer likely future directions.
Ability to assess proposed project fit to the solicitation and the funding agency.

Preferences:
• PhD or graduate work in engineering, applied sciences or relevant proposal development fields.
• Experience developing or contributing to proposals for contracted research through agencies like the NSF, DOJ, NEH, NIH, DOD.
• Evidence of success in producing large research proposals that received multi-million, multiyear funding or other publications utilizing editing, writing, and creative skills.
• Creative, dedicated, accountable, and invested in the land-grant university mission.
• Experience working with prestigious fellowship programs.
