Develop and provide leadership for the Housing and Residence Life program for students based on community development and student academic success themes. The position is responsible for supervising and managing the day-to-day housing operations and leadership for student residents, community assistants, and the Residence Life Coordinator (professional, live-in staff); developing and maintaining the overall mission and vision; and assisting the Director in all areas of a comprehensive housing program.

Terms of Employment:
• This is a 12-month exempt position at pay level 24 in the Administrative salary schedule.
• Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
• Requires the provision of official transcripts upon hire.
•COCC employees must work and reside in the state of Oregon at the time their work is being performed.
•The College is NOT able to support Visa applications for this position. Applicants must already be eligible to work in the United States to be considered for this position.
• Upon hire, must pass criminal and/or driving history; only information relevant to the position will be considered.

Essential Functions:

Leadership and Supervision

1. Develop and maintain the mission and vision of the residence life program and housing operations. Collaborate with other College departments to design and implement a residence life and housing operations plan, including outcomes and deliverables. Planning grounded in academic success and community development approaches.
2. Supervise the residence life coordinator/hall director (professional staff), including hiring, prioritizing and assigning work, conducting performance evaluations, training, and monitoring compliance with applicable policies and procedures. Conduct regular staff meetings with housing staff. Provide secondary supervision and leadership for community assistants.
3. Provide management for all aspects of student housing application, agreement and associated processes using the College’s housing software program. Ensure accurate and up to date housing records within the software systems.

Administrative Responsibilities

4. Create and generate data reports to track occupancy, student retention, and academic progress.
5. Document, update as needed and maintain housing policies and procedures on housing, including eligibility, housing agreements, community and conduct expectations, and related areas.
6. Ensure residents are adhering to policies and procedures, Enforce College and residence hall policies through student conversations, educational discipline and communication with supervisor. Administer the student conduct process, and follow protocols for reporting.
7. Screen all facility work orders and as appropriate, submit work orders for building maintenance and repair needs.
8. Respond appropriately to emergencies and notify appropriate staff to provide additional support when necessary. Serve as the direct on-call administrator when necessary and as the secondary on-call administrator at all times.
9. Provide input related to the housing operation budget.

Other Duties

10. Assist with initiatives to promote the expansion of a summer conference program and coordinate residence hall facility needs and staff support.
11. Participate in workgroup training, advisory committees, College sponsored events, and programs.
12. Facilitate and lead training or like events as assigned.
13. Perform other duties as assigned that support the overall objective of the position.

14. Knowledge and ability to apply student development theory.
15. Knowledge of and experience with budget preparation and management.
16. Ability to effectively utilize common Microsoft applications (Word, PowerPoint, Excel) as well as the ability to learn and effectively utilize a student information system (Banner) as needed to perform essential responsibilities.

Physical Demands and Other Ergonomic Requirements:

Incumbent must be able to function effectively indoors in an office environment engaged in work of primarily a sedentary nature. Requires the ability to sit or stand at workstation for extended periods. While performing the duties of this job, the employee is regularly required to sit, use hands and fingers; reach with hands and arms. Requires near visual acuity to write, read written materials and computer screens, and sufficient hearing and speech ability for ordinary telephonic conversations. Occasional lifting up to 25lbs. All individuals are required to be able to perform essential functions with or without reasonable accommodation.

Minimum Qualifications:

1. Bachelor’s degree from an accredited college or university in Business Administration, Hospitality Management or related field.
2. Two years’ experience in housing / residence life or related student services experience.
3. Two years’ experience in supervision.
4. One-year experience in program development.
