LOCATION:      CONTROLLER’S OFFICE- PAYROLL 

SUMMARY: Reporting to the Chief Financial Officer, the Payroll Services, Director  is responsible for the production and timely delivery of payroll. The Payroll Services, Director also performs a full range of supervisory responsibilities including performance reviews of subordinates and for training, planning, and directing the work of employees. Maintain integrity and confidentiality in the section and program operations.

The Payroll Services, Director  accurately processes payroll in compliance with federal and state laws and regulations, such as the Internal Revenue Service (IRS) rules and regulations and the Fair Labor Standards Act (FLSA). Ensures proper tax treatment, accounting, and disposition of withholdings, such as taxes, deductions for benefits, charitable contributions, and retirement contributions, other savings, etc. Works closely with the Office of Human Resources, Controller’s Office, Student Services, Information Technology, and other University departments as well as the state payroll and retirement offices, Internal Revenue Service, Social Security Administration, and others receiving the proceeds from payroll deductions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensures proper payment of wages and salaries by supervising the preparation of three payrolls, assuring that the in-house payroll system is correctly processing salaries and reported hours worked, correctly utilizing paid leave and holiday pay, correctly accruing compensatory time, and correctly computing overtime.
  • Assures that the in-house payroll system is working as expected and in compliance with federal and state laws, rules, and regulations by establishing controls, monitoring results, and collaborating with Human Resources and Information Technology to modify and adapt programming, processing methods, and reporting in response to changes in regulations, withholding rates, reporting needs, etc.
  • Oversees and monitors the proper tax treatment of wages of international employees.
  • Generates records of each payroll showing each payee, hours worked for nonexempt employees), wages paid, associated withholdings for retirement, benefits, and other contributions, and taxes withheld, supervises the maintenance of payroll records and accounts, and prepares journal entries related to payroll in a timely manner.
  • Monitors control procedures related to the preparation and disbursement of payroll checks – direct deposits and manual checks.
  • Ensures deduction codes for benefits and pension are set up correctly in the payroll system
  • Ensures timely completion of payroll tax reporting requirements such as the 941 payroll tax form.
  • Confirms all correct information is entered and ensures timely completion and issuance of W-2s.
  • Responds to all payroll audit requests.
  • Prepares periodic reports on New Jersey State Retirement, Old Age Survivor and Disability Insurance (OASDI), federal withholding, state withholding, unemployment compensation, Pension (PERS) quarterly reports and other related reports of expenditures and balances of various accounts by compiling, researching, and analyzing data regarding these program expenditures.
  • Processes voluntary payroll deductions by processing voluntary deduction forms, and by ensuring that authorized deductions are made from employee paychecks and disbursed to the proper agencies and/or companies designated by the employee.
  • Develop and oversee Payroll staff to include assigning and monitoring their tasks, and preparing employee performance evaluations.

QUALIFICATIONS: Bachelor’s degree in business, management, or related field is desirable. At least four years of accounting, payroll experience, overseeing management operations, design and implementation of policy and procedures, vendor service contracts, improving and updating management practices. NOTE: Applicants who do not possess the required education may substitute experience on a year for year basis.

REQUIRED SKILLS:

  • Knowledge of accounting principles, payroll methods, Department of Labor regulations, federal and state tax regulations, and international tax requirements 
  • Thorough understand and working knowledge of Oracle’s PeopleSoft Payroll and Financials system
  • Proficiency with Excel and/or other spreadsheet and database applications
  • Ability to work collaboratively in a team environment
  • Ability to work effectively with people at all levels in the University
  • Excellent communication skills, both written and verbal
  • High degree of discretion and demonstrated ability to handle and maintain confidential information
